C?Firm Fixed Price A-E Contract for Military Medical/Dental Clinic Addition/Alteration, Beale, AFB, CA. Solicitation Number: DACA05-03-R-0001 17. 1. CONTRACT INFORMATION: This contract is being procured in accordance with the Brooks Architect-Engineer (A-E) Act as implemented in FAR Subpart 36.6. A firm will be selected for negotiation based on demonstrated competence and qualifications for th e required work. Architect-Engineer services are required for site investigation, planning, programming, survey and geotechnical report (option), engineering studies, sustainable architectural design, space planning, comprehensive interior design, schemat ic design, concept design, preliminary design (option), final design (option), parametric and construction cost estimating, other engineering services and construction phase services (option) for the subject project. Construction phase services may includ e preparation of operation and maintenance manuals, shop drawing and construction submittal reviews, site visits, and technical assistance. Services may also include commissioning design and support, design of tenant improvements and support services, and Operations and Maintenance (O&M) manuals, startup services, and assistance. Additional services may include relocation of existing equipment, furniture, and related items. This announcement is open to all businesses regardless of size. All interested Architect-Engineers are reminded that in accordance with provisions of PL 95-907, they will be expected to place subcontracts to the maximum practicable extent consistent with the efficient performance of the contract with small and small disadvantaged fi rms. If a large business is selected for this contract, it must comply with FAR 52-219.9 regarding the requirement for a subcontracting plan. A firm fixed price contract will be negotiated. Award of the contract is anticipated in December 2002, design i s expected to be completed August 2004. 2. PROJECT INFORMATION: This project will design an addition to and alter the existing single story medical/dental clinic at Beale AFB. The addition will be approximately 8,588 gross square feet (gsf) and constructed with reinforced concrete foundation, structural steel frame, and roof on metal decking. Alterations of approximately 50,082 gsf of the existing medical clinic and approximately 7,373 gsf of the dental clinic will include demolition and renovation of the existing infrastructure of the circa 1 961 building. This project will consolidate medical operations under one roof. The alteration will convert the existing facility from its current inpatient configuration to a layout suitable for outpatient clinical operations. The building fa?ade is to be renovated to improve efficiency and provide an entry canopy. All exterior windows will be replaced to improve energy efficiency and meet Force Protection construction requirements. Site work shall include parking lot improvements and access road const ruction/relocation. Project includes demolition of outlying buildings, to include associated hazardous materials abatement. The estimated construction cost of this project is between 10 and 15 million dollars. Project will be designed in accordance with : MIL-HDBK-1191 (DoD Medical and Dental Treatment Facilities Design and Construction Criteria), Uniform Federal Accessibility Standards (UFAS)/Americans with Disabilities Act Accessibility Guidelines (ADAAG), DoD Antiterrorism/Force Protection requirement s. The design will be prepared in the English system of measurement due to the extensive alterations to the existing facility. The A-E shall be responsible for design and drawings using computer-aided design and drafting (CADD) and delivering the three-di mensional drawings in Autodesk AutoCAD CADD software, release 2000i. The Government will only accept the final product for full operation, without conversion or reformatting, in the Autodesk AutoCAD release 2000i format, and on the target platform specified herein. The target platform is a Pentium 200 HMz, 32 MB Ram, 8 GB Hard Drive with an NT 4.0 operating system. Drawings produced by scanning drawings of record or containing photographic images shall be delivered in a raster format compatible with the target platform AutoCAD electronic digital format. Drawing files shall also be delivered in Computer-aide d Acquisition and Logistic Support (CALS) CCITT Group 4 raster format electronic digital format. The specifications will be produced in SPECSINTACT with Standard Generalized Markup Language (SGML) using the Corps of Engineers Military Construction Guide S pecifications. Specification files shall also be delivered in Adobe Acrobat Portable Data Format (PDF) or PostScript electronic digital format. Responding firms must show computer and modem capability for accessing the Criteria Bulletin Board System (CBB S) and the DrChecks review management system. The estimate will be prepared using the Corps of Engineers Computer Aided Cost Estimating System (M-CACES) (software provided by the Government). 3. SELECTION CRITERIA: The selection criteria are listed below in descending order of importance (first by major criterion and then by each sub-criterion). Criteria a through e are primary. Criteria f through h are secondary and will only be used as tieb reakers between technically equal firms. a. Specialized experience and technical competence of the firm, it?s designers and consultants in: (1) Design of new and alteration of existing medical and dental clinics and support facilities, in particular, proj ects that involve construction phasing within an existing facility, for both DOD and private agencies. (2) Life safety and fire protection design of medical treatment facilities. (3) Use of automated design and estimating systems described above (M-CACES, CADD, SPECSINTACT, DrChecks. (4) Sustainable design using an integrated design approach and emphasizing environmental stewardship, with experience in energy and water conservation and efficiency; use of recovered and recycled materials; waste reduction; r eduction or elimination of toxic and harmful substances in facilities construction and operation; efficiency in resource and materials utilization; development of healthy, safe and productive work environments; and employing the SPiRiT and LEED evaluation and certification methods. b. Qualified professional personnel in the following key disciplines: project management, medical facility planning, architecture, landscape architecture, mechanical, electrical, fire protection, structural, civil, and communica tion engineering, cost estimating, (certified) industrial hygiene, medical equipment planning, interior design, and operation and maintenance systems. Currently licensed/registered professionals are required in the following disciplines: architecture, mec hanical, electrical, fire protection, structural, and civil engineering, plus a certified industrial hygienist. The evaluation will consider education, training, registration, overall and relevant experience, and longevity with the firm. The fire protectio n engineer shall be a currently licensed/registered professional engineer, have a minimum of 5 years experience dedicated to fire protection engineering, and one of the following: (1) have a degree in Fire Protection Engineering from an accredited universi ty, (2) have passed the National Council of Examiners for Engineering and Surveying (NCEES) fire protection examination, or (3) be registered in an engineering discipline related to fire protection engineering. c. Past performance on DoD and other contrac ts with respect to quality of work, cost control, and compliance with performance schedules. d. Experience producing quality designs based on an evaluation of a firm's Design Quality Management Plan (DQMP). The DQMP shoul d include an organization chart and briefly address management approach, team organization, quality control procedures, cost control, value engineering, coordination of in-house disciplines and subcontractors, and prior experience of the prime firm and any significant consultants on similar projects. e. Knowledge of the locality of the project including geologic features, climatic conditions, architectural context, and local laws, regulations, construction methods, and standards. f. Capacity to complete t he concept design (35 percent) by Aug 2003 and the final design by Aug 2004. The evaluation will consider the experience of the firm and any consultants in similar size projects, and the availability of an adequate number of personnel in key disciplines. g. Extent of participation of small businesses including woman-owned small business, small disadvantaged businesses, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the to tal estimated effort. h. Volume of DoD contract awards in the last 12 months with the objective of effecting an equitable distribution of DoD A-E contracts among qualified firms, including SB and SDB. 4. SUBCONTRACTING PLAN REQUIREMENTS: If the selected firm is a large business concern, a subcontracting plan with the final fee proposal will be required, consistent with Section 806 (b) of PL 100-180, 95-907, and 99-661. The subcontracting goals for the Sacramento District that will be considered in the negotiation of this contract are: (1) at least 71.1% of the contractor?s intended subcontract amount be placed with small business (SB), (2) at least 10.2% with small disadvantaged business (SDB) (subset to small business), to include Historically Black College and University or Minority Institutions, (3) at least 10.6% with woman-owned small business (WOSB) (subset of small business), (4) at least 3.0% with HUB-Zone Owned small businesses, (5) at least 3. 0% with Service Disabled Veteran-Owned small businesses, and (6)at least 3.0% with Veteran-Owned small businesses. The firms selected for this contract will be required to submit a detailed subcontracting plan at a later date. If the selected firm submit s a plan with lesser goals, it must submit written rationale of why the above goals were not met. A detailed plan is not required to be submitted with the SF 255. The North American Industrial Classification System code is 541310 with business size stand ard of maximum of $4.0 million of average annual receipts for its preceding 3 fiscal years. The Sacramento District encourages SDB and WOSB participation as prime contractors. 5.CONTINUITY OF EXPERTISE/REQUIREMENT FOR CONSULTANTS: The A-E firm shall utilize experienced, highly qualified design professionals for each of the major design disciplines and for overall coordination of the design. Those design professionals represent ed by A-E firm in the Form SF 255 as those responsible for design, design supervision, project management, or quality assurance shall be retained in that respective capacity throughout the design project. Qualified design consultants shall be retained by the A-E if in-house expertise is not suitably qualified. This expertise must remain available during the entire course of project design. In the event that substitution for an original consultant(s) or design team member(s) is required, Corps of Engineer s Medical Facilities Center of Expertise and the Corps of Engineers, Sacramento District, shall be notified immediately in writing. The A-E shall furnish documentation indicating the experience and qualifications of the consultant(s) or design team member (s) proposed to replace the original consultant(s) or design team member(s) for approval by the Contracting Officer; only equally qualified personnel shall be considered. 6. SUBMISSION REQUIREMENTS: Interested firms having capabilities to perform this work are invited to submit TWO (2) completed SF 255 and TWO (2) completed SF 254 for themselves and TWO (2) for each of their subcontractors to the office shown here and above. The SF 255 and SF 254 shall clearly indicate the staffing of the office indicated to do the work. In SF 255, block 3b, provide the firm's Architect-Engineer Contract Administration Support System (ACASS) number. For ACASS information see https://www.nwp.usace.army.mil/ct/i/welcome.htm. Provide an organization chart just prior to Block 7. In SF 255, block 7, p rovide resumes for all key team members, whether with the prime firm or a subcontractor; list specific project experience for key team members, and indicate the team members role on each listed project (project manager, architect, design engineer, etc.) an d identify where the team member is located if different from SF 255, Block 3b. In SF 255, block 10, responding firms must indicate the contract award dates, number, and amount of fees awarded on DoD (Army, Navy, and Air Force) contracts during the 12 mon ths prior to this notice, including change orders and supplemental agreements for the submitting office only. In SF 255, block 10, provide the Design Quality Management Plan (DQMP) and the names and telephones numbers of clients as references on three mos t recent, non-military, medical treatment facility designs. A project specific design quality control plan must be prepared and approved by the Government as a condition of contract award, but is not required with this submission. Short listed firms may be requested to submit up to five (5) additional copies of their proposal. Responses received by the close of business (4:30 pm) on the closing date, November 15, 2002 will be considered for selection. If the closing date is a Saturday, Sunday, or Federa l Holiday, the deadline is the close of business on the next business day. No other notification will be made and no further action is required. Solicitation packages are not provided for A-E contracts. This is not a request for proposals. All contract ors must be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal contract.
