- Description
- The General Services Administration (GSA), Northeast Caribbean Region, announces an opportunity for the Construction of a New Federal Office Building, New York, NY. GSA, Property Development Division is SEEKING INTERESTED contractors for the purpose of constructing a new 27-story Federal Office Building (NOB) to be located at the corner of 45th Street and 1st Ave. There is currently a building on the site that will be demolished under a separate contract. This solicitation will include some demolition of foundation walls and shoring left in place. The project will consist of a 27-story building of approximately 141,000 square feet, the work in this contract will include but is not limited to concrete, structural steel, fireproofing, insulation, curtain wall and glass, roofing, sealant, flashing, architectural interiors finishes such as doors, frames hardware, stairs, interior partitions millwork signage and graphics, elevators, mechanical, electrical plumbing and fire protection. The building?s vertical transportation system includes 5 elevators (2 gearless low-rise, 3 gearless high-rise). Mechanical systems include a central chilled water refrigeration and boiler plant system containing air handling units and chilled water for each floor basement through 22nd. The system also includes a Variable Air Volume distribution system with hot water perimeter finned tube radiation, dual fueled boilers and a direct digital control Building Automation System, cast iron plumbing, copper domestic water system, fuel oil and natural gas distribution systems, a fully-sprinkled fire protection system, electric service from utility network vaults to three (3) 460-volt service switch gear with ground fault protection, one (1) diesel-driven emergency generator. This procurement will be a three part source selection (negotiated) process, Part 1; Technical acceptability, Part 2; Security clearance 3. Lump sum pricing. THIS IS A CLASSIFIED PROCUREMENT, ALL PRE-QUALIFIED CONTRACTORS AND SUBCONTRACTORS MUST HAVE, OR BE ABLE TO OBTAIN, A SECRET FACILITY SECURITY CLEARANCE ISSUED BY THE DEFENSE SECURITY IN ORDER TO RECEIVE THE BIDDING DOCUMENTS. The estimated construction cost is between $40 million and $50 million. The tentative schedule for issuance of the solicitation for construction is October 2002. The Period of Performance is estimated to be approximately 900 days. General Contractors found technically acceptable under Part 1 will be sponsored for a facility security clearance. The classified bidding documents will not be issued to otherwise prequalified firms/joint ventures who do not possess the necessary facility and personnel security clearances by the issue date of the classified bidding documents. The Department of State will sponsor uncleared prequalified firms/joint ventures for Secret Facility Security clearances (FCL) to be issued in accordance with the National Industrial Security Program Operating Manual (NISPOM). Sponsorship does not guarantee that a firm will receive the Secret FCL. If a sponsored firm does not obtain the Secret FCL prior to the release of the classified bidding documents, the GSA will not be obligated to include the firm in the procurement of these construction services. Firms which form joint ventures must also comply with the noted FCL requirements. All individuals who will work on this project must be citizens of the United States of America. Personnel requiring access to the classified bidding documents must have Interim Secret or Secret personnel security clearances issued by Defense Security Service. The following represents the technical factors that each offeror will be asked to meet under Part1 of the Request for Proposals (RFP) to be considered technically acceptable. Part I - Technical Acceptability: The offeror must demonstrate that it has successfully completed a minimum of two (2) projects in the role of a general contractor or prime contractor within the past twelve (12) years. Each project must comply with the following criteria: (a) Type of Facility: Courthouse, Civic Building, Museum, Library, Embassy, Hospital, Hotel, Corporate Headquarters, or Office Building (all complete with interiors). (b) Gross Square Footage: Not less than 75,000 gross square feet / each project. (c). Number of Stories: Not less than 7 (above grade)/ each project. (d) Construction Contract Dollar Value: Not less than $25,000,000 / each project.
