- SOLICITATION 1CO-0323 FIRE PROTECTION SERVICES This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation/synopsis is being issued as a Request for Proposal (RFQ) #1CO-0323. This solicitation/synopsis and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-09. This requirement is being solicited as a 100% small business set-aside under North American Industry Classification System (NAICS) 922160 having 1000 or less employees. The Government intends to make a single award to the offeror offering the lowest price. The contra ct may be issued for one base year and four option years. The Federal Bureau of Prisons is seeking quotes for Fire Protection Services for the HOLC Building, 320 First Street, NW, Washington, DC. The HOLC Building utilizes a fire pump assembly to supply water to the sprinkler system. The fir pump requires annual inspection, testing and maintenance in accordance with NFPA 25. QUALIFICATION: A NICET Level III or IV Technician or Registered Fire Protection Engineer shall perform all testing. The contractor shall provide evidence of three years experience in fire pump testing and maintenance. SCOPE OF ANNUAL FIRE PUMP INSPECTION, TESTING, AND MAINTENANCE: All fire pump inspection, testing, and maintenance shall be in accordance with NFPA 25, Inspection, Testing, and Maintenance of Water Based Fire Protection Systems except as modified herein. All testing shall be coordinated with Building Services and the GSA Fire Alarm Shop. The contractor is responsible for all testing equipment. The contractor shall utilize equipment to prevent water damage. The Building Services Manager shall approve this equipment. The testing of each pump assembly shall be conducted under minimum, rated and peak flows of the fire pump by controlling the quantity of water discharged through the fire pump test header. Test shall not use a flow meter. At churn the circulation relief valve shall be checked to ensure water discharge. Continue this test for ? hour. At each flow condition (50%, 100%, 150% capacity flows), record electric motor voltage and current (all lines). Record pump speed in rpms. Record simultaneous readings of pump suction and discharge pressure and pump discharge flow. Observe operation of any alarm indicators or any visible abnormalities. Testing of the automatic transfer switch, where provided, shall also be completed as specified in NFPA 25. All required fire alarm conditions (pump running, phase reversal, etc.) shall be observed for operation. After testing, the results shall be interpreted to determine the adequacy of the pump assembly. The pump test curve shall be compared to the manufacturer?s pump curve, unadjusted field acceptance test curve and the previous annual test curves (if available). The current and voltage readings shall be reviewed. The pump shall be capable of supplying the maximum sprinkler system demand and interior hose stream demand. A report shall be provided within 14 calendar days after the testing. The report shall include basic information describing the pump, the pump on and off pressure settings, all results, and shall list any pump deficiencies, which must be corrected. Include a recommendation for all deficiencies along with a cost estimate to correct each deficiency not covered under this agreement. Any abnormalities that render the system inoperable shall be reported to the Building Manager immediately. The preventive maintenance program shall be in accordance with the manufacturer?s recommendations and NFPA 25, Section 5-5. Prior to scheduling the acceptance test, provide a summary of the proposed maintenance. Indicate if there are any conflicts between the manufacturer?s recommendations and NFPA 25. Delivery shall be no later than 30 days after receipt of notification of award, unless otherwise negotiated. FAR Provision at 52.212-1, Instruction to Offerors Commercial, applies to this acquisition and hereby incorporated by reference. FAR Clause 212-2 applies and is incorporated by reference. Offerors are advised that award will be determined by the evaluation of Past Performance combined with Cost. A copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items must be included with offers. FAR Clause at 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition. FAR Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
