Description
Project Information This project will include design of a new Space Science research facility for the Space Sciences Directorate at Goddard Space Flight Center. The goal of the project is to construct a world-class, state of the art facility to allow NASA to conduct cutting-edge research for the next 50 years. The new building will consolidate the GSFC Space Science Directorate personnel and laboratory facilities into a single building. Currently Directorate assets are distributed among 6 major buildings scattered throughout the GSFC campus. The new building will also serve as the first major project in the implementation of the GSFC Master Plan. The proposed building is approximately 200,000 net square feet and will house chemistry and electronic instrument development laboratories, cleanrooms, high bay assembly areas, computer rooms and administrative office space for approximately 900 scientists and support staff. Major interior building subsystems will include electrical, fire protection and alarm systems, mechanical and plumbing systems, communication and information management systems, and utility distribution systems for laboratory work spaces. The project includes all related site development design, such as utility systems upgrades and extensions, access roads, paving, walks, curbs, gutters, parking, fencing, storm water management, etc. The project may also include the demolition and relocation of existing facilities as necessary to site the new building. The design of the facility will be flexible enough to allow rapid, cost effective reconfiguration of utilities and laboratory spaces to accommodate changing program requirements. The architectural design will create a pleasant, efficient work environment for the building occupants, and the layout will promote and enhance collaboration between the various scientific groups. This building will incorporate sustainable design concepts and should be designed to attain at least a "silver" LEED certification. The estimated construction cost of this project is between $50 to $100 million. Contract Information Architect-Engineer services are required for design and construction phase services for the construction of a new Space Science Building at Goddard Space Flight Center in Greenbelt Maryland. In addition to the complete design of the building, design services may include site investigation, planning, programming, survey and geotechnical reports, engineering studies, hazard analyses, concept design, life-cycle cost studies, energy/indoor air quality and other modeling to size/test/optimize equipment, sustainable materials research, environmental assessment, final design and development of building acceptance test documentation. Construction phase services may include commissioning and follow-on services such as but not limited to: participation in value engineering sessions, shop drawing and submittal review, answering of questions, analyzing proposals for technical accuracy, additional design and support; design of tenant improvements and support services, and developing record (as-built) drawings. The project design shall conform to the requirements of the GSFC Master Plan, the Code 220 Standard Reference Document for Facilities, and the requirements of the National Capitol Planning Commission (NCPC). The design will be prepared in the metric system of measurement. This announcement is open to all businesses regardless of size. A firm-fixed-price contract will be negotiated. The contract is anticipated to be awarded in February of 2003. 4.0 Selection Criteria: GSFC shall evaluate each potential A&E contractor in terms of the following selection criteria: A. Professional Qualifications necessary for satisfactory performance of the required services The government will evaluate the professional qualifications of the Offeror's personnel and the consultants proposed for this project. B. Specialized experience and technical competence of the firm and consultants in the type of work required. The government will evaluate the Offeror's specialized experience and technical competence in the planning, programming, final design and commissioning of new research multidiscipline laboratories and laboratory support facilities comparable in size and scope to the proposed building described under Section 2.0 of this solicitation. The Offeror should include the experience of any proposed major consultants. Laboratory design experience or a consultant specializing in laboratory design is expected. C. Capacity to accomplish the work in the required time. The government will evaluate the capacity of the potential A/E firm to complete the final design in a timely manner. The evaluation will consider such factors as: the location, size, depth, and skill composition of the office responsible for performing the work; the use of the Offeror's resources from other regional offices; the skill mix and use of consultant resources external to the firm; the availability of an adequate number of personnel in key disciplines; and the ability to integrate this project into the current and future workload of the Offeror. D. Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules. The government will consider all available information including such factors as: cost growth during the design phase, construction cost estimating accuracy, building design efficiency (ie net to gross floor area), overall quality of the finished design, customer satisfaction, adherence to design schedules, and overall timeliness and responsiveness. E. Location in the general geographical area of the project and knowledge of the locality of the project The government will evaluate the location of the Offeror's office responsible for the work, the ability of the firm to manage out of area projects, knowledge and past experience with design and construction methods in the Washington D.C. metropolitan area, including designing within the context of a campus environment, experience with local regulatory agencies and experience in preparing documents and presentations to the National Capitol Planning Commission (NCPC). F Other evaluation criteria The government will evaluate the Offeror's experience in producing quality designs based on an evaluation of a firm's Design Quality Management Plan (DQMP). The DQMP should include an organization chart and briefly address management approach, team organization, quality control procedures, cost control, value engineering, coordination of in-house disciplines and subcontractors, and prior experience of the prime firm and any significant consultants on similar projects. 5. Submission Requirements: Interested firms having the capabilities to perform this work must submit seven copies of SF 255 (11/92 edition) for the prime and seven copies of SF 254 (11/92 edition) for the prime and for each consultant. The SF 255 and SF 254 shall clearly indicate the staffing of the office indicated to do the work. In SF255, block 7, list specific project experience for key team members, indicate the team members role on each listed project (project manager, architect, design engineer, etc.), and identify where the team member is located if different from SF255, block 3b. In SF255, block 10, provide the DQMP and the names and telephones numbers of clients as references on the five most recent, laboratory facility designs. For each referenced project include the following additional information: Estimated construction cost at start of final design phase, estimated construction cost at design completion, construction contract award amount, final construction cost, quantity and total dollar value of design related modifications during construction phase, Scheduled and actual final design start date, Scheduled and actual final design completion date. A project specific design quality control plan must be prepared and approved by the Government as a condition of contract award, but is not required with this submission. In order to comply with Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal contract. Also proposals delivered by a commercial delivery service such as United Parcel Service, Federal Express, Purolator, etc., may require additional time for inspection of the carriers deliveries at Building 16W. If the statement is to be delivered by a commercial delivery service, place the following on the outside of the carrier's envelope or package cover: (offeror must complete fill-in's appropriately) The proposed contract is being solicited on an unrestricted basis; therefore, replies to this notice are requested from all business concerns. The small business size standard is NAIS Code 541330 and $4 million. This is not a request for proposals.
