Description
Description: This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Response shall reference ?Request for Quotation NO. DE-RP04-03AL67737.? This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-09. This acquisition is set-aside 100% for small business. The recommended North American Industry Classification System (NAICS) for this procurement is 513340, with a corresponding size of $11.0M (indicates maximum allowed for a concern including its affiliates, to be considered small). Offerors responding should indicate whether or not they are a small business, small woman-owned business, small disadvantaged business or 8(a). The Department of Energy, Albuquerque Operations Office (DOE-AL) intends to procure, a 5-year contract for Satellite Telephone Airtime Services as follows. The Contractor shall: 1) Provide monthly access for CONUS coverage of Westinghouse D-1000HF Mobile Satellite Telephones with Net Broadcast & Voice capability. The service should include the ability to make and receive calls through PSTN. 2) Provide monthly access for CONUS coverage of Westinghouse F-1000SPL Fixed-Site Satellite Telephones with Net Broadcast & Voice capability. The service should include the ability to make and receive calls through PSTN. 3) Provide monthly access for CONUS coverage of transportable Mitsubishi Omni quest Satellite Telephones with Net Broadcast & Voice capability. The service should include the ability to make and received calls through PSTN. 4) Provide data and fax capability for two Omni quest units. 5) Provide monthly access for CONUS coverage of hand-held Iridium Satellite Telephones with Voice capability. The service should include the ability to make and receive calls through PSTN. 6) Provide access to 10 different Talk Groups for all commissioned units. The talk groups shall be set-up to allow the user of each unit to program a different talk group with just a few strokes on the hand-set as a need to change arises. 7) Be capable of providing service for additional telephones, talk groups, and fax/data capabilities, as necessary. 8) Provide 24/7 customer service. 9) Have a SASK number within 24 hours. The start date of performance is December 1, 2002, and the anticipated end date of performance is November 30, 2007. The acceptance point is U.S. Department of Energy (DOE/AL), Pennsylvania & K Street, Building 20397, Kirtland, AFB-East, Albuquerque, NM 87116. Delivery shall be FOB Destination. All commercial provisions and FAR clauses referenced in this solicitation are available in full text at the following web site location: http://www.arnet,gov/far/. FAR 52,212.1, Instructions to Offerors Commercial applies to this acquisition. Only those Offerors who can furnish the items as per specifications provided herein will be considered. Award will be made on the basis of lowest overall price. This is an ?All or None? solicitation and Offerors must propose on all items. Offerors shall include a completed copy of the provisions at FAR 52.212.3, Offeror Representations and Certifications?Commercial Items with the offer. The clauses at FAR 52.212-4 Contract Terms and Conditions?Commercial Items, including addenda: DEAR 952.202-1, Definitions apply to this acquisition. In addition, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items, applies to this acquisition. Under FAR 52.212-5, paragraph (b), the Contracting Officer has indicated that the following clauses are incorporated by reference: FAR 52.22-21, Prohibition of Segregated Facilities; FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-36, Affirm ative Action for Workers with Disabilities; FAR 53.333-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-38, Compliance With Veterans? Employment Reporting Requirements; and FAR 52.232-34, Payments by Electronic Funds Transfer. SUBMISSION OF QUOTES BY MEANS OTHER THAN THE IIPS IS NOT AUTHORIZED. Quotations submitted by other methods will not be evaluated. Quotes must be received through the IIPS web site: http://e-center.doe.gov/ NO LATER THAN 4:00 PM local time on October 30, 2002. Each quote is to be submitted according to the instructions detailed in the IIPS on-line help document, which is available at http://e-center.doe.gov/doebiz.nsf/Helf?OpenForm. It is the responsibility of the contractor, prior to the quote due date and time, to verify successful transmission in accordance with the Proposal Submission instructions in the ?IIPS Users Guide for Contractors.? CAUTION: See FAR 52.212.1, including the provision describing treatment of ?Late submissions, modifications, revisions, and withdrawals of offers.? Proposal files are to be formatted in one of the following applications: Word or WordPerfect. Submission of electronic proposals via IIPS will constitute submission of signed copies of the required documents. The name of the authorized company official shall be entered (typed) in the appropriate space shown on the form(s). IIPS Supplemental Solicitation Definitions: ?Proposal? means the electronic written proposal, bid, offer or application submitted via IIPS or an authorized alternative in response to this solicitation; ?IIPS? is the acronym for the ?Industry Interactive Procurement System? and means the hardware, firmware and software platform, including the associated databases, by which the U.S. Department of Energy conducts electronic business; ?Electronic signature or signature? means a method of signing an electronic message that?(A) Identifies and authenticates a particular person as the source of the electronic message; and (B) Indicates such person?s approval of the information contained in the electronic message.
