Description
NA This solicitation is Phase 1 of a 2 Phase Design-Build solicitation process. This process requires potential offerors to submit their performance and capability information initially for review and consideration by the Government. Following the review, evaluation, and rating of the Phase 1 proposals, the Government will select a maximum of five highest rated offerors to receive the technical requirements package and provide a technical and cost proposal for consideration by the Government. The technica l information contained in the Phase 2 proposal will be reviewed, evaluated, and rated by the Government. The final evaluation rating used for comparison, selection, and award will reflect both the rating received in Phase 1 and the evaluation rating rec eived in Phase 2. Cost information will not be rated in either Phase however cost will be considered. The proposal process for this two (2)-Phase procurement consists of the following individual pieces: PHASE 1 PROPOSAL -Pro Forma Information -Offeror Relevant Experience (Example Projects) -Offeror Past Performance Information (Completed Projects Customer Surveys) -Offeror Project Key Personnel -Technical Approach Narrative -Sustainable Design Qualifications -Deconstruction Proposal. PHASE 2 PROPOSAL -Pro Forma Information -Completed Price Proposal Information -Technical Proposal Information -Project Management Plans and Schedules -Sustainable Design Requirements -Deconstruction Plan -Other Information (Any additional information ? background provided by the proposer. Estimated cost is $25,000,000 to $100,000,000. SIC code for this project is 1541. The NAIC is 236220. Time completion is 1260 calendar days. Solicitation issue date is approximately 31 October 2002. The following is the scope of work for the CSG Barra cks Complex at Ft. Campbell, KY: This project consists of a base bid for the design and construction of Barracks, including common support spaces, for 312 soldiers, two Company Operations facilities, a Dining facility, and an admin building for the 61ST E ngineers complete with associated utilities, storm drainage, communications, electric, HVAC, fire protection, paving, walks, curbs & gutters, access drives, exterior lighting, site improvements, grading, fencing, and site furnishings, and landscaping. Als o included in the base bid is the deconstruction of 19 buildings 38,371 m2 (411,439 ft2).This project also consists of a bid option #1 for the design and construction of Barracks, including common support spaces, for 384 soldiers, one HHC Company Operation s facility, two Company Operations facilities, three battalion headquarters buildings, two brigade headquarters buildings, and a unit storage facility, complete with associated utilities, storm drainage, communications, electric, HVAC, fire protection, pav ing, walks, curbs & gutters, access drives, exterior lighting, site improvements, grading, fencing, and site furnishings, and landscaping. Also included in the BID OPTION #1 is the deconstruction of 7 buildings 15,480 m2 (166,616 ft2).This project also co nsists of a BID OPTION #2 for shredding and stockpiling the concrete and masonry from the deconstruction of the 19 buildings in the base bid. This project is available on compact disk and internet. Project specification files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. The drawing files are in CAL format and can be viewed, navigated, or printed using Source View Reader. Both readers are contained in the solicitation package. Minimum syste m requirements are: 486- based personal computer, Microsoft Windows 3.1 or greater, 8 MB application RAM, 4 MB hard disk space, and compact disk drive.
