Description
The Bureau of Land Management (BLM) anticipates issuing two (2) Indefinite Delivery/Indefinite Quantity contracts for Base Year plus 4 Option Years and is seeking qualified firms or teams to provide A/E services. The minimum guarantee will be $1,000 and the maximum is $1.25 million for the life of the contract. The proposed project includes planning, design, evaluation, construction, maintenance and/or rehabilitation, and field surveying of BLM facilities throughout the State of California and on other lands where the BLM has a formal agreement pertaining to use, occupancy, or operation of the property involved. These facilities typically consist of buildings, utilities including electrical, water, sewer, plumbing, and HVAC systems; roads and trails; site plans including building location, access, drainage, parking, landscaping and other related features; and visitor centers. Work will include architectural, structural mecanical, electrical, civil, geotechnical and landscape architect capabilities plus related support. Services will be provided in two categories: 1) Design services including the design and documentation for construction of new facilities by contract; the preparation of specifications, drawings, site plans, cost estimates, bid schedules and time lines. 2) Construction management services including inspection of all actions required to complete the proposed facility from contract award or start of construction to acceptance including warranty period. Evaluation criteria, each of equal importance are: 1) Professional Qualifications necessary for satisfactory performance of required services, 2) Specialized Experience and technical competence in the type of work required, 3) Capacity to accomplish the work within the required time, affording the govenrment prompt service as outlined on each delivery order, 4) Past performance on contracts with government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules, and 5) Location in the general geographic area of the projects and knowledge of the locality of the projects, provided, that application of this crieterion leaves an appropriate number of qualified firms, given the nature and size of the project, so that personnel involved in field investigations and operations possess necessary knowledge of requirements and laws of the area. Responses must be received on or before close of business, 4:00 PM, Friday, November 15, 2002.
