Description
The Environmental Protection Agency's Clean Air Markets Division in the Office of Atmospheric Programs has a requirement for a wide range of analyses and program support activities to be performed in accordance with Titles I, IV, VIII, and IX of the Clean Air Amendments of November 15, 1990. Task areas include (1) Environmental, Statistical, and Financial Analyses and Support; (2) Analysis of Greenhouse Gas and Criteria Pollutant Emissions; (3) Analyses of Strategies for Limiting Global Atmospheric Changes; (4) Support for Market Mechanisms in Developing Countries and Economies in Transition; (5) Information Technology Support and Data Systems Operation; (6) Communication, Outreach, Guidance, and Regulatory Program Support; and (7) Technical and Engineering Analyses. The incumbent contractors for this requirement are ICF Consulting, Inc. (contract number 68-D7-0081) and The Cadmus Group (contract number 68-D7-0061). EPA anticipates the award of a maximum of two cost-plus-fixed-fee contracts each with a one-year base period and four one-year option periods. The anticipated level of effort for each contract for each year is 50,000 hours with an option to increase quantity another 25,000 hours per year. The EPA intends to solicit this requirement as a full and open competition after exclusion of sources. Excluded sources are power generation companies and point source emitters of Hg, SO2, NOx, or CO2. The applicable NAICS is 541620. To be placed on the source list, interested parties must forward requests via Internet E-mail as stated below, via facsimile (202) 565-2562 or in writing to U.S. EPA, Attn: R. Schwartz (3803R), 1200 Pennsylvania Ave., NW, Washington, DC 20460 NLT October 29, 2002. The source list will be published one time in conjunction with the release of the RFP. The purpose of the source list is to assist potential offerors in making teaming arrangements. Information regarding this procurement will be posted on the World Wide Web at http://www.epa.gov/oam/hpod as it becomes available. A draft statement of work outlining the specific tasks will be posted on the same web site. In an effort to streamline the procurement process, and to utilize the Internet and electronic communications to the maximum extent possible, the subject RFP, amendments and other related items for this procurement will be posted at this same web site. Offerors must download the RFP and related documents from the Internet, no printed copies will be available. Questions regarding the procurement may be e-mailed to the contracting officer at schwartz.rachel@epamail.epa.gov. Telephonic requests for information will not be honored.
