- NAICS Code: 334516 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to with Ondov Enterprises, Inc., 11715 Janney Ct., Clarksville, MD 2109 for the acquisition of a Ondov Enterprises High Frequency Aerosol Slurry Sampler (HFASS). The HFASS is a completely integrated computer controlled aerosol sampler that (1) collects aerosols at a high flow rate (90 liter minute -1);(2) concentrates aerosols with a mass median aerodynamic diameter <2.5 um;(3) grows the particles using steam injection to a uniform size;(4)collects the aerosols using an impactor;(5)utilizes an excess water removal system to sufficiently concentrate aerosols to permit element analysis;(6)incorporates a automated sample collection system capable of storing 178 independent samples;(7) stores all pertinent operational parameters during each sampling period (e.g. sample date, sample time, flow rate) on electronic mediathat can be retrieved as a text or comma delimited file. The EPA has identified Ondov Enterprises, Inc. the only vendor capable of satisfy the requirement. The circumstance permitting "other than full and open competition" is FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy Agency requirements". The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provided the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 15 days after the date of this publication.
