Description
REQUEST FOR INFORMATION. SOURCES SOUGHT. The Drug Enforcement Administration (DEA), Office of Acquisition Management, in response to a request for our Office of Personnel, is seeking sources capable of providing an integrated automated solution for workforce management. Essentially, the DEA requires a COTS system/extranet services for Classification, Recruitment/Staffing, and Performance Optimization of Government personnel within DEA. The services being sought are similar to those provided by Avue Technologies, under their Classification, Recruitment/Staffing, and Performance Optimization Modules. Vendors should describe the details of their system/services, service availability, as well as the size of the company. The system should have the following capabilities: 1) designed first for use by the Federal Government as opposed to a system developed for commercial use; 2) user-friendly; 3) capable of exchanging data and communicating with other DEA systems and software; 4) Classification capabilities shall allow for assistance with Government personnel classification, pay, basic performance management, and employee development that automates the processes involved in creating positions and provides key documentation related to the position, analyzes a position and determines likely relationships between duties, job classification, compensation level, performance standards, employee development activities, and training. This classification functionality shall be available to line managers at the desktop. After the analysis is complete, this module produces integrated documents such as Position Description, Evaluation Statement, Performance Plan, Training Plan, Staffing Crediting Plan, and Interview Questions. The services shall provide for the intake, rating, ranking, and referral of applicants. Each job is dynamically built and edited and, when approved, this position is posted to one or more centralized web site recruitment pages. The system shall also simultaneously build a custom job application based on the specific requirements of the position that applicants will fill-out on-line and submit for rating and ranking. The system will enable applicants to load their personal data (such as a resume or SF-171 type data) for later retrieval and matching with specific vacancies of their choice. The system shall have the capability to provide electronic notices throughout the staffing and hiring process to users within the DEA as well as to the applicant, using information developed from the applicant, core activities, and information provided by other systems. The system shall have the capability to review all applicants and produce a list of qualified applicants and highly qualified applicants for the Government hiring manager, which can be electronically delivered to the Government manager. The system shall be capable of adjusting the lists based on regulatory requirements to take into consideration special priorities such as veteran's preference, eligibility requirements, and priority placement programs. The system shall be capable of providing ?open and continuous? recruitment features such that applicants can define their interest so that they are informed, by email, when positions are posted which meet their interest profile. Applicant information should be contained in a centralized database and queried at any time. The system shall also provide an applicant supply file to store and retrieve applicants with previously determined skill sets and competencies for open positions. In addition, each staffing action is electronically archived and maintained by the Office of Personnel, or maintained for that office by the vendor. 4) The Performance Optimization aspect of the system shall be capable of providing specific strategic goals to organizational units that cascade down into individual position performance objectives, track specific project milestones and/or assigned performance feedback dates and notify both employees and managers of such deadlines to collect information regarding the degree to which performance objectives are met. The system shall track overall or organizational performance by ?rolling up? achievements from individual performance ratings into a consolidated organizational view. This system shall provide for electronic performance appraisal and automatically query employees to provide feedback and input into the appraisal process during the course of the appraisal period. Employee contributions would be compiled and delivered as reports to the manager. Appraisals shall be tracked and, where necessary, performance deficiencies are evaluated and improvement plans shall be generated to provide employees with specific skill- and knowledge-building activities and training to bring performance levels to full proficiency. This process will serve as a tool for managing awards processing. 5) Overall system specifications include a) the ability to access data through Internet Explorer or Netscape, b) Canned and Ad Hoc reporting capabilities, c) Physical Data Center Security as well as secure transmission and storage of data all at points, d) all hardware such as Routers, Switches, Storage Devices, e) 24x7x365 help desk support, f) access by external parties (such as job applicants), g) Microsoft?s .Net and Java2 Enterprise Edition (J2EE) compliant, and h) have XML data interchange capability. 6) Upon termination of the contract, all data will be delivered to the DEA for it?s future use or record keeping. The services shall be available to approximately 10,000 DEA employees. Support contractors that supplement the DEA?s human resources department shall be able to access and utilize this product, but will not use it for their own employment classification, staffing, or performance management activities. The number of outside applicants should be considered infinite.. The system shall be accessible from all DEA offices to include HQ, Field Divisions, Resident Offices, and District Offices. Payments for services received (monthly maintenance) will be made only after services have been completed, or as established by industry practices. Interested parties shall provide the contracting office, no later than 4 pm October 31, 2002, evidence of their capability to perform the contract, and a statement of the size of their company. All interested parties shall respond to this notice in writing. No telephone responses will be accepted.
