Description
The Office of the Special Trustee for American Indians (OST) drafted a plan to address current deficiencies and problems focused on special deposit accounts (SDA's), which are temporary deposits of trust funds that OST can not immediately credit to rightful account holders. The recently completed SDA Clean-up Pilot Project, Phases 1 and 2, included development of work plan procedures, a SQL database tracking system, and recommended procedures and processes to prevent recurrences of similar situations. The purpose of these efforts is to use the methodology to address deficiencies which the Office of the Inspector General identified in third party independent audit findings that refer or relate to SDA's and to comply with the American Indian Trust Fund Management Reform Act of 1994. Also, on July 10, 2001, Secretarial Order 3231 established the Office of Historical Trust Accounting (OHTA), which charged the office with developing and implementing a comprehensive plan for providing individual Indian and tribal beneficiaries with an accounting of their funds. Various offices, including the General Accounting Office, the Federal District Court, and the Court Monitor, who urge progress in the historical accounting project, oversee OHTA. OST will distribute some funds in the SDA's to individual or tribal account holders. Phase 3 of this project will implement the SDA's project work plan procedures at the national level to cover SDA's for all Bureau of Indian Affairs (BIA) regions. Phase 3 will implement policies, procedures, and processes to prevent recurrences of problems associated with SDA's. The OST, BIA and the successful contractor will coordinate and conduct field visits; gather, collect, and analyze trust data and documents, both paper and electronic; recommend courses of action based on analysis; train; and identify issues and recommend solutions involving SDA's. Some SDA's will require additional analysis beyond the SDA's work plan procedures. In such circumstances, the successful contractor will provide written analysis via position papers to support their conclusions and recommendations for options and alternatives for the Office of Trust Funds Management (OTFM), a subdivision of OST, and BIA management consideration. The scope of this contract will cover all trust reform initiatives for which OST/OTFM may involve supplemental work for any other projects. This may include daily operational enhancements, accounting services, consultant services, research and reconciliation activities, and systems applications including development, maintenance and management. Proposed period of performance: One base period plus four option years. The agency shall consider a proposal from all responsible sources. See Numbered Note 26.
