Description
The Bureau of Engraving (BEP/Bureau) plans to issue a competitive 8(a) set-aside solicitation for Programming and Analysis Support Services to include: (1) systems analysis, (2) software application programming, (3) software development and maintenance support, (4) software integration, (5) database development and administration support, and (6) information/data processing support. The contractor must staff this contract with the requisite certified personnel to address BEP's current manufacturing information system, which is based on Computer Associates (CA) Consolidated Application System (CAS) Version 3.0; SAP's R/3 Sales and Distribution System, used for BEP's Public Sales Program; BEP's Oracle mainframe-based production databases, and miscellaneous Microsoft applications operating in the Microsoft Windows2000 and XP environment, to include SQL, Access, Microsoft Office, Visual Basic, as well as .NET applications in the future; and web programming for BEP's internal intranet site. CAS is an integrated manufacturing financial database that is written in COBOL, CULPRIT, and Application Development System/On Line (ADS/O) and which runs under IDMS in an IBM OS/390 environment. BEP has developed a myriad of other applications to integrate with CAS, which make extensive use of Computer Associate's IDMS programming tools and LE COBOL, to support a number of other major BEP manufacturing support operations. This procurement action has the following restrictions/geographical limitations: This procurement action is limited to those 8(a) firms serviced by the Washington Metropolitan Area District Office (SBA Service Office Code 0353). The Contracting Officer will conduct a pre-proposal conference at the Bureau of Engraving and Printing. The conference date/time and instructions to prospective offerors will be included in the solicitation. No other formal site visits will be scheduled. The solicitation and related documents will be posted on GSA's Federal Business Opportunities (FedBizOpps) Internet site at: (http://www.fedbizopps.gov/) on or about November 8, 2002 under RFP number BEP-03-0007. NO WRITTEN, TELEPHONIC, FACSIMILE, OR E-MAIL REQUESTS will be honored. However, interested parties may register at the aforementioned internet site to receive procurement announcements by e-mail. Since this solicitation will only be available electronically, it is the responsibility of interested parties to monitor the FedBizOpps website for issuance of the solicitation, amendments, and/or changes to this notice. A forty-two (42) day solicitation response time is planned. NO OTHER PROCUREMENT INFORMATION IS AVAILABLE AT THIS TIME. NO PHONE CALLS PLEASE.
