Description
The Architect of the Capitol has a requirement for construction of the U.S. Capitol Power Plant, West Refrigeration Plant. The work entails the expansion of the West Refrigeration Plant and will add approximately 25,000 square feet of floor space. The expansion will be a steel framed structure above a poured in place concrete foundation with a precast concrete panel exterior. The expansion will accommodate 34,200 tons of additional chilled water generation capacity. Under this project, 17,100 tons of chilled water generation capacity will be added. New mechanical auxiliaries (pumps, cooling towers, heat exchangers, etc.) will be added to support the new chillers. The building will incorporate a new electrical room. An existing 25 foot wide sewer will be relocated to accommodate the building expansion. Site work includes installation of new and relocation of existing underground utilities to accommodate new construction. In addition, the work includes the addition of three 350,000 gallon aboveground fuel oil storage tanks. The tanks will store No.2 Fuel oil and be installed in the Capitol Power Plant Supplemental Coal Storage Yard located South of Virginia Avenue. The supplemental coal storage yard will be modified to accommodate the installation of the new fuel storage tanks and associated fuel handling equipment The tanks will be installed in a concrete containment dike. The facility will have the capabilities to off load fuel oil from tanker trucks and tanker railcars. A separate building will house all of the fuel handling equipment. (Pumps, Controls etc.) Site improvements include regrading and resurfacing of portions of the existing surface. Government furnished equipment will include but not be limited to Centrifugal Water Chillers - Water Cooled, Chilled Water and Condenser Pumps, Variable Frequency Controllers, and Cooling Towers. The work will be done in phases and exercised as options; Base Bid - Site Work, Foundation, Substructure, Option 1 - Superstructure, Option 2 - Mechanical Systems and Electrical Systems, Option 3 - Exterior Closure and Roofing, Option 4 - Interior Construction, Conveying Systems and Misc. Equipment & Install Government Furnished Equipment. In addition, Option 5 will be included to install a new Distributed Controls System in the Capitol Power Plant's Boiler Plant. It is anticipated that work will begin March 2003 and will be completed by April 2005. The estimated magnitude of this project is between $45,000,000 and $75,000,000. In developing its list of responsible offerors, the AOC intends to establish each offeror's ability to obtain performance and payment bonds. It is estimated that the value of the work to be performed for the base bid will be more than $10 million. To obtain a copy of the RFP, firms must provide with their written requests, certifications from their sureties that the latter will issue to the offeror a performance and payment bond in the amount of at least $10 million for the work. RFP No. 030012 is anticipated to be issued on or about November 15, 2002. Currently, funds are not available for this requirement but are budgeted for in FY 2003.
