- The Defense Energy Support Center (DESC) contemplates the award of a five-year fixed priced requirements type contract with economic price adjustment (EPA) using Federal Acquisition Regulation (FAR) Part 12 Commercial Acquisition procedures for JP-10, NSN 9135-01-048-5285, a high density propellant product in accordance with MIL-P-87107C specification and PF-1, NSN 9135-01-150-7862 a priming fluid in accordance with MIL-DTL-87173B specification. The solicitation issued subsequent to this notice, under solicitation number SP0600-02-R-0309 will be 100% set-aside for Small Business. Production and delivery of First Article is required on or before 30 April 2003. Once the First Article is approved, product will be delivered FOB Origin in both bulk shipments as well as drums. Estimated quantities of JP-10 are as follows: Year 1?Two gallons for a pre-production test from a pilot plant which simulates the proposed process of the contractor?s production facility. After this 2 gallon sample has passed the analysis the contractor will be required to produce a First Article quantity of 6,000 gallons from the production facility. Out of this 6,000 gallons 4 gallons will be analyzed to determine whether the First Article has passed the analysis. The estimated quantity after approval of the First Article will be 74,190 gallons of bulk product and 11,286 gallons in drums. Year 2?85,600 gallons bulk and 3,936 gallons in drums Years 3, 4, and 5?147,400 gallons bulk each year and 3,936 gallons in drums each year. The above are Best Estimated Quantities (BEQ?s) The bulk product will be delivered FOB origin in government provided tank trucks. Drums will be contractor furnished epoxy lined 55-gallon drums, containing 54 gallons. The solicitation will also include a service line item in support of each of the product line items. Copies of the solicitation will be posted to http: www.fedbizopps.gov (input the solicitation number at Search)and to http://www.desc.dla.mil on or about 25 October 2002 with response due on or before 26 November 2002. Proposals will not be accepted by e-mail, however facsimile proposals are authorized at 210 925-9758 to the attention of Andr?e Priegnitz.
