Description
University of California Ernest O. Lawrence Berkeley National Laboratory PUBLIC ANNOUNCEMENT The University of California, Ernest Orlando Lawrence Berkeley National Laboratory (Berkeley Lab), which is operated under Prime Contract DE-AC03-76SF00098 with the U.S. Department of Energy (DOE), intends to subcontract for Facilities Planning services, on an indefinite quantity basis, to support LBNL's Facilities Division. This is not a request for quotation. It is an announcement for subcontracting opportunities with the University of California, Ernest Orlando Lawrence Berkeley National Laboratory. Berkeley Lab will enter into a subcontract with one firm to perform the services described above, on an indefinite quantity basis. The subcontract will be for a one-year period, with an option, at the sole discretion of the University, to extend for up to four additional one-year periods. One or more task assignments, of no guaranteed amount or duration, will be issued each year. Individual tasks will be performed on a lump sum or hourly rate basis, and will vary in complexity and duration. The total dollar value of tasks issued for any one year under the subcontract will not exceed $250,000. The University makes no guarantee as to the dollar value or number of task assignments to be authorized pursuant to the award of the subcontract. Issuance of subcontract tasks will be contingent upon federal funding. Berkeley Lab's Facilities Planning Group is free to assign and allocate their planning requirements with other firms that are under contract or may be selected in the future. In addition, the Facilities Planning Group retains the exclusive right to perform all or any portion of the planning requirements. Berkeley Lab is a large diversified research facility consisting of over 80 buildings spread over 200 acres of hilly terrain adjacent to the University of California, Berkeley Campus as well as off-site facilities in the cities of Berkeley, Oakland, & Walnut Creek. Berkeley Lab intends to subcontract for structural engineering design services to support the Facilities Department's design and construction projects. Scope of Services Perform planning analysis, studies and designs on an indefinite quantity basis for facilities projects at Berkeley Lab as well as at Berkeley Lab off-site facilities in Oakland, Walnut Creek, Berkeley, and other locations. Project types vary widely and include: - Creating or reviewing planning documents, like the Long Range Development Plan - Providing siting analyses and massing studies - Developing landscaping and vegetation management plans - Creating wayfinding and informational signage - Conducting visual analyses - Surveying traffic patterns, and conducting parking and transportation studies - Developing site and architectural standards and design guidelines - Providing private industry examples and metrics on space management criteria - Creating and presenting planning activities to internal and external communities Minimum Requirements: a. Location: The firm and the individuals to be assigned to Berkeley Lab projects must be located within 25 air miles of Berkeley, California b. Principal: The Principal of the firm is to direct the work and be responsible for quality assurance. c. Professional Staff: Must possess the necessary California Licenses to conduct the needed tasks (i.e. architectural, structural, civil, traffic engineering, etc.) d. Documentation Compatibility: Firm must be able to generate, receive, or convert documents to compatible platforms such as: - GIS - Geographical Information System: Arc View - Computer-Aided Drafting: AutoCAD? release 2000 - Word Processing: Microsoft? Word - Spreadsheets: Microsoft? Excel and Access - Presentation: PowerPoint - Graphics: Adobe Illustrator - Document: Quark Express Selection Criteria: For firms meeting the above minimum requirements, the following criteria shall be the basis of selection. The criteria are listed in descending order of importance. Criteria #1: Technical experience of the firm: Overall recent specific experience with facilities planning activities similar to work described in scope above, at a research or educational campus, industrial park or similar. Criteria #2: Assignment of Personnel: The qualifications and experience of the individuals proposed to be assigned to tasks. The proposal shall describe the role and responsibilities of the personnel assigned to these projects. Criteria #3: The firm's quality assurance procedures and practices. Criteria #4: Ability of firm to respond quickly to changing workload requirements and schedules, and to provide a dedicated individual(s) to Berkeley Lab tasks. Criteria #5: Past performance of the firm and individual(s) in the execution of similar work for the University of California, Department of Energy, and/or other organizations with similar planning requirements. Criteria #6: Affirmative Action: Status of firm and/or designated subcontractors as small business, disadvantaged small business, woman-owned small business, or Hub Zone small business. Interested firms meeting the requirements described above must submit four (4) completed copies of the U.S. Government Standard Form 254 and 255. They may also submit four (4) copies of any supplemental information necessary to further address the Selection Criteria. Submissions: Submissions must be received by 5:00 p.m., Monday November 18, 2002. Submissions that are received after the time and date specified or with insufficient copies of the 254/255 forms may not be considered. Facsimile copies of the submittal will not be considered.
