Description
During Fiscal Year 2003 the FAA plans to conduct a competition for a long-term requirements contract for Runway End Identifier Lighting System (REIL). At this time the AND-740 Product Team is soliciting information from potential sources that will help it establish an optimum procurement strategy. This market survey seeks to ascertain the availability of commercial equipment that will meet FAA specifications with or without modifications and also to determine the availability of sources that are qualified under the SBA 8(a) program or otherwise have small business status. Interested companies are requested to respond to the attached questionnaire and provide product and company information indicated. A detailed response is very important. It may influence the type and structure of the solicitation. Questionnaire for REIL Market Survey Please return the questionnaire with other information requested by November 18, 2002, to: Federal Aviation Administration Attn: Vickie Gordon, ASU-310 (Room 412 800 Independence Avenue, SW Washington, DC 20591 1. Name and address of your company and point of contact with telephone number: 2. Is your company qualified under SBA?s 8(a) program? If so, what is the graduation date? (The NAICS code for this procurement is 335129.) 3. If your company is not 8(a) qualified, does it qualify as a small business? (The size standard for this procurement will be 500 or fewer employees, including affiliates.) 4. If your company markets a commercially available REIL, provide commercial literature and technical manuals describing it. Please provide requested information as a separate enclosure. 5. Does your commercially available REIL meet the requirements of FAA specification FAA-E-2159d, with RMS. Please describe any requirement that your system does NOT meet (RMS) and describe the nature and magnitude of any modifications needed to make the product compliant. A copy of FAA-E-2159d may be obtained by calling 202-493-4734. Please provide requested information as a separate enclosure. 6.! Does your commercially available REIL operate within a temperature range of -55?C to +70?C? 7. If your company does not have a commercially available REIL, but does have manufacturing capabilities to produce it to government provided drawings and specifications, describe your facilities, tools, and labor resources. In particular, describe your company?s experience in manufacturing similar equipment. Provide brochures, capability statements and financial statements as a separate enclosure. 8. Does your company have experience in providing long-term depot level support? If so, please describe it. 9. Does your company have experience in producing technical documentation to government specifications? If so, please describe it. 10. Does your company provide turnkey installation? If so please describe prior projects. 11 Does your company provide engineering service to aid in troubleshooting and installation?
