- NA 124. Q: Does the Army have data rights to above CHS-2 information? Also, to what extent will this data be made available for reuse to insure interoperability and to minimize impact on existing programs? A: Since the CHS-2 program is based on a COTS/NDI approach, detailed technical data is not available. The technical requirements in the SOW have been developed to allow industry to propose new and innovative solutions that satisfy these requirements. It is however, the government?s intent to preserve the existing investment in software that has been developed by the Army Battle Command Systems (ABCS) to operate on CHS-2 equipments and it is desired that this existing software be ported to CHS-3 equipments with minimum or no breakage. 125. Q: Do you plan to allow orders of qualified CHS-3 equipments prior to the completion of the CHS-2 contract? A: Orders will be allowed to be placed on the CHS-3 contract immediately upon award. It is expected that it will take some time to complete the required CHS-3 testing and some customers may order from the CHS-2 contract until CHS-3 items pass all test req uirements. 126. Q: Realizing that the current SOW is still in draft to what extent does the government expect changes prior to the release of the formal RFP? A: As with any draft SOW changes are inevitable. 127. Q: Will the Army define and/or supply a standard set of performance benchmarks and interoperability tests and if so, will they be available with the release of the RFP? A: Based on the intention to procure COTS and enhanced NDI equipments we have stated our requirements in performance base specification terms and our requirements are currently found in the draft SOW already released. The test requirements are currently d efined in section 3.9 of the SOW. 128. Q: Is it acceptable for industry to partner with Tobyhanna Army Depot and effectively subcontract the management and staffing of the Forward Repair Centers (FRC) to Tobyhanna? A: Yes. In fact, Tobyhanna currently has these capabilities in a variety of CONUS and OCONUS locations. 129. Q: The SOW indicates that CISCO routers or equivalent are required. Will the government accept routers and switches from other vendors? A: Yes. However, the bidder must completely explain how the proposed alternate is equivalent to specified CISCO equipments and how it is compatible with the Army-JTA and DII-COE-6 and should propose the full suite of network routers, switches and associate d software from the same vendor. 130. Q: Does the CHS-3 draft SOW require that all specified hardware products be developed and demonstrable prior to proposal submittal? A: V1 products are commercial off the shelf. There is no requirement for a demonstration prior to proposal submittal. V2 and V3 hardware will take some period of time for development after award and that time is to be included in the proposed Integrated M aster Schedule. Delivery dates based on the successful proposal will be included in the initial delivery orders. 131 Q: Is it the government?s intent that NRE and First Article Testing for V2 and V3 units be separately funded or are these costs to be incorporated into the unit prices of the hardware items on a prorated basis? A: The government intends to fund all non-recurring charges including NRE, FAT, and non-recurring documentation as separate contract line items. These costs are not to be prorated across the unit hardware costs. 132. Q: Does the IBW drive into the individual LSD modules directly? (and paragraph 3.1.4.14.3 therefore describes the functionality of the IBW) or will some additional electronic device be connected between the IBW and LSD? A: The IBW will connect directly to the LSD using the multi-port video cards in the IBW. 133. Q: Due to the LSD module grout requirement controls and indicators for the 18? CFPD are required on the rear. Why is the same requirement for the 21? CFPD? A: See question 42 above. 134. Q: Why is the CHS-3 contract being let in 03 when the current contract doesn?t expire until 05? A: The contracts will overlap to allow the new contractor to have sufficient time to develop and qualify V2 and V3 equipment while enabling PdM CHS to satisfy customer requirements. 135. Q: Is there a funding stream to support two CHS contracts? A: The two contracts will only overlap for a short period and it is anticipated that customer requirements will transition to the CHS-3 contract as soon as qualified products are available. 136. Q: Has the government considered awarding more than one contract for the hardware and perhaps splitting out the maintenance portion into a separate contract? A: Alternate contract types and structures were considered and a single contract was determined to provide the best overall value to the government. It is acceptable and in some cases encouraged for the prime contractor to subcontract out portions of this effort. 137. Q: What is the transition between CHS-2 and CHS-3 contracts? A: As CHS-3 equipments are qualified, future orders will be transitioned to the new contract. 138. Q: If the government awards CHS-3 in FY 03 what will be the anticipated dollar value of awards in FY 03 and FY 04 compared to what will be awarded under the CHS-2 contract during that time period? A: It is difficult to place a dollar estimate on CHS awards in FY 03; it is dependent on customer needs. As a minimum, the CHS-3 initial awards will cover V1, V2 and V3 systems and the initial NRE and First Article Testing for V2 and V3 CHS-3 products. A s CHS-3 products are qualified it is expected that awards for those items will increase. 139. Q: Can the display brightness for the 18? and 21? CFPD be reduced from 240 NITS to allow for the addition of filters to satisfy EMI requirements? A: The display brightness for the V2 18? and 21? CFPD will be reduced to 200 NITS. 140. Q: Can the requirement for controls to be placed on the rear for the 18? CFPD be limited to the V2 only? A: See question 42 above. In addition, the requirement for a V1 LSD will be deleted. 141. Q: Can the requirement for dual link DVI-I be changed to single link DVI-I for the 18? CFPD? A: No, Dual link is required to satisfy current and projected requirements. 142. Q: Can the power requirement for the 18 inch CFPD be raised to 64 watts to agree with the power requirement of the LSD? A: The power requirement for the 18? CFPD and the LSD will be set at 62 watts per module. 143. Q: Can the display depth be changed to 5?, excluding stand, for the 18? CFPD? A: The requirement will remain at 4?, excluding stand. 144. Q: Is the same V1 18? CFPD to be used as a stand alone display and as part of the V1 LSD? A: The requirement for a V1 LSD will be deleted. (See question 42) 145. Q: Please clarify that V1 and V2 interface cables to be used with the various displays are bundled and included with the display vice being procured as separate items. A: Interface and power cables are to be included with the display to allow it to be fully operational with the cables supplied. See also question 69 above. 146. Q: Recommend changing the vertical refresh rate for the 21? CFPD from 60 to 76 Hz to 60 HZ (digital) and 67Hz (analog). A: The vertical refresh rate will be changed to 60 HZ (digital) and 72 HZ (analog). 147. Q: Is it a firm requirement that the Projector RJ-45 connector, electronics and software accept TCP/IP signals? A; The requirement to accept TCP/IP signals will be deleted. 148. Q: In paragraph 3.1.4.14.3 it indicated that the LSD will process multiple video signals for presentation of the full display surface. Is this requirement satisfied by the LSD or by the multi-port video card in the IBW? A: The requirements for the LSD and IBW are being reworked to avoid possible confusion and will be included in the next draft SOW update. 14 9. Q: Is the requirement that the LSD display multiple DVD-ROM, NTSC video or high resolution data images, each with pixel rates up to 190 MHz and the requirement to display data images at any position on the display surface in any size by drag and drop o perations on the screen correct for the LSD or is this a requirement for the multi-port video card in the IBW? A: The requirements for the LSD and IBW are being reworked to avoid possible confusion and will be included in the next draft SOW update. 150. Q: Please clarify the requirement for the LSD to display DVD-ROM, A: The requirements for the LSD and IBW are being reworked to avoid possible confusion and will be included in the next draft SOW update. 151. Q: Please clarify the requirements for the LSD that high resolution windows must be smoothly resizable from very small (32x32 pixels) to very large (filling the entire display wall); windows may be moved freely about the entire display surface withou t regard to overall display boundaries; multiple windows should be able to occupy a single output channel, or display module; the electronics shall provide zoom and scroll capabilities; and each window shall have a graphics overlay capability to allow grap hics information to be displayed on top of another graphics display image. These would appear to be more multi-port video card requirements vice the LSD requirements. A: The requirements for the LSD and IBW are being reworked to avoid possible confusion and will be included in the next draft SOW update. 152. Q: Please clarify that V1 and V2 interface cables to interface the LSD with the IBW are to be provided with the LSD or will they be procured as separate? A: These interface cables are to be provided with each LSD. See other questions on cables above. 153. Q: Is the 10/100BaseT Ethernet interface required for the Compact Thermal Printer or is the USB or parallel sufficient? A: The requirement for 10/100BaseT will be deleted. 154. Q: Can the transit case be deleted from the weight requirement for the Compact Thermal Printer? A. The transit case will be removed from the weight. The maximum weight of the Compact Thermal Printer itself shall be 9 lbs. (See question 49) 155. Q: Is the requirement for the Color Inkjet Printer and the Lightweight Compact Color Inkjet Printer to handle paper sizes up to 11? x 17? valid? A: These requirements will be changed to 8.5? x 14?. 156. Q: Can the power requirements be increased for the Color Inkjet Printer? A: The input power requirements will be set at no more that 35 watts while printing and no more that 5 watts in standby mode. 157. Q: Can the weight of the transit case be removed from the maximum weight of the Color Inkjet Printer and for the Laser Printer (B/W)? A: The weight of the transit case will be removed from the weight of the Color Inkjet Printer and the Laser Printer (B/W). See Question 49. The maximum weight of the Color Inkjet Printer and the Laser Printer (B/W) shall be 37 lbs. 158. Q: Is the 64-bit processor a firm requirement for the Laser Printer (B/W)? A: The requirement for a 64-bit processor will be eliminated. 159. Q: Can the requirement for an auto ranging power supply be deleted from the Laser Printer (B/W), the Color Laser Printer and the Large Format Scanner? A; The auto ranging requirement will be deleted. 160. Q: Can the transit case weight be removed from the maximum weight of the Color Laser Printer and can the maximum weight of the Color Laser Printer be increased? A: The weight of the Transit Case will be removed from this requirement, See Question 49. The maximum weight of the Color Laser Printer will be increased to 90 lbs. 161. Q: Can the power requirements be increased for the Lightweight Compact Color Inkjet Printer? A: The input power requirements will be increased to 25 watts maximum operating and 15 watts standby. 162. Q: Is a V2 version of the Ligh tweight Compact Color Inkjet Printer required as indicated in paragraph 3.1.4.23.6 or is just the V1 required as indicated in Table 3.1.2? A; Only a V1 is required for this item. Paragraphs 3.1.4.23.6 and 3.1.4.23.7 will be changed. 163. Q: On the Large Format Scanner, is the requirement for USB 2.0 to interface with the IBW firm or would USB 1.1 be sufficient? A: The requirement for USB interface for the Large Format Scanner will be changed to USB 1.1 or greater. 164. Q: Please clarify the requirement for purging software; it is unclear if all CHS-3 items are to be purged via software or if other means of purging classified information may be suitable. A: SOW paragraph 3.2.2.2.5 will be modified to include the following: The contractor shall provide a method of clearing, purging, declassifying, and destroying classified data IAW Information Systems Security, AR 380-19, 27 February 1998, for storage medi a and components provided under this contract. Where that method is accomplished by software, the contractor shall provide the software to remove classified data from CHS-3 equipment to include storage media, memory, data buffers, and display screens, IAW AR 380-19. The contractor shall also provide a set of procedures to be followed for removal of classified data from both operational equipment and failed equipment and a set of items (software, firmware, hardware) for the removal of the classified data. The plan shall comply with the requirements of AR 380-19 and provide a way of clearing, purging, declassifying, and destroying media or hardware components. Clearing, purging, declassifying, and destroying are defined in AR 380-19.? 165. Q: Is it required that the PDA have its own purging software or is it acceptable to purge the PDA via connection to a host computer? A: SOW paragraph 3.2.1.1 will be modified to include the following: An ?X? in Table 3.2.1 indicates that the software listed at the left of the row with the ?X? shall be provided by the contractor and shall run on the computer(s) listed at the top of the column with the ?X?. 166. Q: Is it the government?s intention that the PDA has the same web interface and e-mail handling as the other CHS-3 computers? These capabilities are not generally found in a PDA. A: SOW paragraph 3.2.2.2.9.2 will be modified to include the following: The contractor shall provide a PDA operating system specific Web browser and e-mail services client that runs on the PDA. The e-mail client shall support, as a minimum, reading, writ ing, sending, and organizing e-mail and shall support SMTP, POP3 and IMAP4 e-mail. 167. Q: Please clarify the requirements for Electronic Mail Software for clients and server workstations and specify appropriate message retrieval standards ( POP or IMAP). And, if possible, separate out x.400 server/gateways from SMTP. A: The Electronic Mail Software requirements are being revalidated with the users. 168. Q: Can CISC based computers be removed from the requirements for Network, LAN, WAN, and Switch Network management software? Table 3.2.1 requires this software only under UNIX Operating Systems. A: The next version of the SOW that is posted on the IBOP will indicate that Network Management Software, including LAN, WAN, and switch management software, shall be provided for the SHCU, HCU, TCU, MPU ? RISC SBC, and NCU ? RISC computers, as indicated i n Table 3.2.1. 169. Q: Are there any restrictions (such as country of origin) for software products being proposed? A: None specific to this requirement, but the RFP will contain some restrictions as required by FAR, DFARS, AFARS and oter governmental regulations. 170. Q: Please clarify the use of the term peripherals for the HTU, in paragraph 3.1.4.6.12. A: The requirement refers to external peripherals and will be revised to delete the requirement for two hours operation with 2/3 of the available peripherals. All peripherals connected to the HTU will hav e their own power source independent of the HTU. 171. Q: The requirements for input power for the UPS and PCC in SOW paragraphs 3.1.4.16.1 and 3.1.4.17.2 are as stated in the current requirement to be non-destructive for all voltage levels is unbounded. A: The SOW will be modified in both paragraphs to add the word specified before voltage. 172. Q: Recommend reconsideration of the requirement for the 18? CPFD and the 18? LSD module to be the same. The requirement for commonality will add significantly to the cost of the 18? CPFD. A: This requirement has been reevaluated with our customers and determined that it is not a firm requirement. The SOW will be revised to indicate that the 18? CFPD need not be the same as the 18? CFPD module in the LSD. See question 42 above. 173. Q: Request reconsideration that the 18? and 21? CPFD controls are to be on the rear and via remote control. The use of an IR remote control in a tactical environment does not appear to be a practical solution. A: These requirements have been deleted. (See question 42 above). The LSD module will still require rear controls to keep the mullion size to a minimum with software control from the IBW. 174. Q: What, if any, NAICS codes/limits will be assigned for Small Business to participate as part of a large prime?s Small Business Participation Plan? A: This issue is being researched by the PCO in coordination with the SADBUO. See also Draft Section L subsection 2.7 and Draft Section M, subsection 5.5.4 Small Business Participation Plan. 175. Q: Will there be multiple awards for this contract? A: No. See question #3 and #136.
