Description
NA INDEFINITE DELIVERY CONTRACT SERVICES FOR PHOTOGRAMMETRIC MAPPING, REMOTE SENSING, AND GEOGRAPHIC INFORMATION SYSTEMS (GIS) SERVICES FOR AREAS SELECTED BY THE DETROIT DISTRICT, US ARMY CORPS OF ENGINEERS, POC William Bruss, (313) 226-3648. 1. CONTRACT I NFORMATION: A-E services are required for an Indefinite Delivery Contract (IDT) procured in accordance with PL 92-582 (Brooks A-E Act) and FAR Part 36 for Aerial Photography, GPS and Airborne GPS Surveying, Photogrammetric Mapping, Remote Sensing, and Geog raphic Information System (GIS) services. This IDT to support various civil works projects primarily within the U.S. Army Corps of Engineers-Detroit District mission boundary, and with services within the Great Lakes & Ohio River Division boundaries. Thi s announcement is open to all businesses regardless of size. The contract will be awarded for $3,000,000 over a term not to exceed a total of three years. Work under this contract to be subject to satisfactory negotiation of individual task orders. Ther e is a possibility that multiple contracts may be awarded on this solicitation. Selection of A-E firms is not based upon competitive bidding procedures, but rather upon the professional qualifications necessary for the performance of the required services . All interested Architect-Engineers firms are reminded that, in accordance with the provisions of PL 95-507, they will be expected to place subcontracts to the maximum practical extent consistent with the efficient performance of the contract with small disadvantaged firms. If large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan for the part of the work it intends to subcontract. The subcontracting goals for this contract are as follows: a minimum of 40% of the contractor?s intended subcontract amount be placed with small business (SB), 13.5% be placed with small disadvantaged business (SBD), 5.0% be placed with women-owned small businesses (WOSB), 3.0% be placed with service-d isabled veteran-owned small businesses (SDVOSB) and 2.5% be placed with HUBZone small businesses (HZSB). The subcontracting plan is not required with this submittal. The wages and benefits of services employees (see FAR 22.10) performing under these cont racts must be at least equal to those determined by the Department of Labor under the Service Contract Act. 2. PROJECT INFORMATION: Services required include: (a) aerial and remote sensing data collection, (conventional and digital photography and other r emote sensing systems, including multispectral and hyper spectral scanners, Light Detection and Ranging (LIDAR) both bathymetric and topo, etc.); (b) mapping survey support including conventional and GPS ground control, airborne GPS, Inertial Measurement U nit (IMU), and quality control field studies; (c) soft copy capability for photogrammetric mapping, image processing, aerotriangulation, orthophotography production, stereo compilation, terrain modeling, image registration, image enhancement, classificatio n and interpretation services (both aerial photography and remote sensing data for land use/cover and wetland compilations); (d) perform wetland, landuse, utilities and parcel mapping (e) GIS development, implementation plans, database design, attribution, population, encoding, (scanning, and digitizing), and analytic modeling; (f) product output, including generation of hard copy (photos, plots, reports, etc.) and digital files in specified formats including USGS specifications for DEM, DOQQ, and DLG; and , (g) training and technical on-site support, for the U.S. Army Corps of Engineers (USACE) and other local, state, Indian nations and federal agencies such as, but not limited to USACE, U.S. Environmental Protection Agency, Department of the Interior, NOAA , DOT, etc. The primary area of service for this contract is within the boundaries of the Detroit District and/or within the boundaries of the Great Lakes and O hio River Division. 3. SELECTION CRITERIA: See Note 24 for general A/E selection process. The selection criteria listed below in descending order of importance (first by major criterion and then by each sub-criterion). Criteria a-d is primary. Criteria e- g is secondary and will only be used as ?tie-breakers?, if necessary, in ranking the most highly qualified firms. (a) SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE: (1) Experience in photogrammetric production both analytical and digital, experience in remote sensing production both aerial and satellite, image processing, elevation data development, and image interpretation and manipulation of terrain data; experience in GIS development, perform parcel mapping for county and city governments, implementat ion planning, Web based GIS development, database design, attribution, population, encoding, and spatial modeling; experience in production of USGS DEM, DOQQ, and DLG; (2) Equipment including owning or leasing airworthy aircraft equipped with airborne GPS instrumentation and Inertial Measurement Unit (IMU) instrumentation, currently certified precision aerial mapping cameras, scanners, profilers, etc., photographic lab for reproducing aerial photographic and mapping products. The hardware / software to per form; digital aerotriangulation, softcopy stereoplotters for collection of planimetric and topographic features, DTM-DEM data collection, softcopy data editing facilities, digital image processing, and digital orthophotography production; (3) Ground surve y control planning, and acquisition for photogrammetric map compilation including conventional (transit, EDM systems and levels) measuring system and Global Positioning System (GPS); (4) Technical production expertise consistent with utilization of softcop y photogrammetric equipment and software, surveying equipment and software, Image processing equipment and software, and GIS software applications and database designs; perform dataset translations between software systems and coordinate systems, develop m etadata; (5) Ability to perform wetland, landuse, utility, and parcel mapping databases; (6) Ability to acquire, utilize, process and deliver: remotely sensed data (i. e. LIDAR, IFSAR, hyperspectral & multispectral data, high resolution satellite data, and thermal sensors); and/or incorporate into existing mapping databases and/or GIS databases generating thematic outputs; (7) Capability to gather historical photos from hardcopy and/or digital sources and perform image interpretation to detect bluff line re cession, land use and change analysis utilizing manual and softcopy techniques; to collect and deliver digital data in 2D and/or 3D properly formatted on appropriate media; (8) Contractor facilities must have capability to deliver digital data on CDROM, DV D, optical rewritable disks, 8mm tapes, and 3.5? floppy disks; must have capability to deliver digital data readable and fully operational with U.S. Geological Survey DLG-v3.6, AutoCAD, Bentley Microstation, Intergraph software, Environmental Systems Resea rch Institute (ESRI) software, ERDAS software, and Microsoft Office Suite, formats; (9) Experience in providing appropriate technical training, technical on-site support, and implementing quality control procedures. (b) CAPACITY TO ACCOMPLISH THE WORK: (1 ) Capacity to perform approximately $1,000,000 - $3,000,000 in work of the required type in a three-year period. The evaluation will consider the availability of an adequate number of personnel in key disciplines; (2) Capacity of firm to furnish equipment and personnel to accomplish work as required to maintain delivery of a quality product on a timely schedule; (3) Ability to provide necessary survey equipment and personnel to perform ground survey control (GPS and conventional) and airborne global positi oning system (ABGPS) controlled photogrammetry on a timely schedule; (4) Extent of in-house facilities verses subcontracting needs; (c.) PROFESSIONAL QUALIFICAT IONS: The evaluation is to consider education, training, registration, certificates, overall and relevant experience, longevity with the firm and personnel strength. (d.) PAST PERFORMANCE: Past performance on DOD and other contracts with respect to cost co ntrol, quality of work and compliance with performance schedules. (e.) SB AND SDB PARTICIPATION: Extent of participation of SB (including WOSB), SDB, historically black colleges and universities and minority institutions in the proposed contract team, meas ured as a percentage of the estimated effort. (f.) VOLUME OF DOD CONTRACT AWARDS: Volume of DOD contracts awarded in the last 12 months as described in Note 24. (g.) GEOGRAPHICAL PROXIMITY: Location of the firm in the general geographical area of the Detro it District. 4. SUBMISSION REQUIREMENTS: See Note 24 for general submission requirements. Interested firms having the capabilities to perform this work must submit two copies of SF 255 (11/92 edition), and two copies of SF 254 (11/92 edition) for the pri me firm and all subcontractors, to the above address not later than the close of business on the 30th day after the date of this announcement. If the 30th day is a Saturday, Sunday, or Federal holiday, the deadline is the close of business of the next bus iness day. Include the firm?s ACASS number in SF 255, Block 3b. In SF 255, Block 10, describe owned or leased equipment that will be used to perform this contract, as well as all related capabilities to meet t he project requirements as outlined above.
