Description
The National Park Service, Midwest Regional Office, seeks qualified firms to bid on PROJECT TITLE: Lewis and Clark Interpretive Trail And Visitor Center. The proposed construction site is in the vicinity of Nebraska City, located on undeveloped 79-acre tract of land owned by the Federal government, and adjacent to southwest side of Nebraska State Highway 2. MAGNITUDE OF THE REQUIREMENT IN TERMS OF PHYSICAL CHARACTERISTICS: Requires general construction of an 11,846 square foot three-level structure (visitor center) in accordance with specifications and drawings included in the solicitation package. This project entails, but not limited to, site grading for the building and entrance walkway; completion of all exposed timber and related interior walls/finishes, doors/frames, floors/coverings; along with all mechanical, electrical, and exterior landscaping, walks, and geothermal work required within contract documents. Contractor shall provide all labor, materials, tools, equipment, utility and transportation services, and all incidental items necessary to perform and complete, in a workmanlike manner, the work required within this project. PERIOD OF PERFORMANCE: Five hundred forty-eight (548) calendar days from Notice to Proceed (NTP). The goal is to have an operating facility opened to the public by 2004 to coincide with the bicentennial celebration of Lewis and Clark "Corps of Discovery" expedition. MAGNITUDE OF THE REQUIREMENT IN TERMS OF ESTIMATED PRICE RANGE: between $1,000,000 and $5,000,000. TYPE OF PROCUREMENT: A single firm-fixed price contract requiring submission of Lump Sum bids. NOTICE TO POTENTIAL BIDDERS: The NAICS 2002 code for this project is 236220 Commercial and Institutional Building Construction, and the small business size standard is $28.5 million. Pursuant to Public Law 100-656, this procurement will be solicited and awarded under the Small Business Competitiveness Demonstration Program, and is unrestricted inviting full and open competition. The National Park Service welcomes and encourages the participation of small, disadvantaged, and women-owned business enterprises. Award to a large business will require the submittal of an approved Small Business Subcontracting Plan. All bids from qualified responsible sources, timely received, shall be considered. PUBLICIZING AND RESPONSE TIME: Issuance of the Invitation for Bid (IFB) No.: I6066030002 is anticipated on or about November 6, 2002 with a 30-day response time from date of publication. The solicitation package will be issued electronically on Department of Interior's (DOI) National Business Center (NBC) web site http://ideasec.nbc.gov. All relevant files may be download, free of charge, in one or more of the following formats: HTML; Microsoft Word - 97; Microsoft Excel - 97; Portable Document Format (PDF); and or AutoCad DWG of DWF. Adobe Reader software is available for free download from http://www.adobe.com, as well as, AutoCad reader "Volvo View Express" is available for free download from http://www.autodesk.com. This electronic posting represents the only formal offering. A paper copy of the solicitation package will NOT be issued. ELECTRONIC COMMERCE REGISTRATION: Any interested contractor desiring to conduct business with DOI must register at http://ideasec.nbc.gov. A DUNS number (available from Duns and Bradstreet at 1-888-546-0024) and Federal Tax Identification Number (TIN) will be required to register. Once registered, firms will be able to download solicitation package, and or receive notification of this specific solicitation. This service is provided for convenience only, and does NOT guarantee notification.
