- The National Park Service, Midwest Regional Office, seeks firms with extensive experience and technical capability (three-years of relevant work experience minimum) in Mobile Exhibits to submit competitive proposals for PROJECT TITLE: Lewis and Clark "Corps of Discovery II" Mobile Exhibit and Tour Operations. Work entails, but not limited to, a turnkey operation for provisioning of tractor-trailer; fabrication, decal and customization of mobile exhibit, to include retrofit/integration of support systems/exhibits; and tour operations. SCOPE OF WORK: Contractor shall provide all labor, materials, equipment, tools, transportation and all incidental items necessary (except government-furnished items, i.e. generator, tents, and performance lighting package) to perform and complete, in a professional manner, the services required in the contract documents. All routine maintenance and emergency repair of vehicles and equipment (unless covered by warranty) shall rest solely with the contractor for the duration of tour. A full crew and dedicated standby team will be required, and not less than three (3) tour professionals for load in, performances, and load out of exhibits, as well as, other essential functions to include, but not limited to, public relations support; on-site logistics; and event planning and research. Included in scope are two (2) onsite trial setup (3-days at contractor facility and 5-days in Washington DC metro area). Offeror will be required to obtain licenses, permits, registrations, and appropriate levels of insurance necessary to transport commodities and or conduct interstate commerce. Qualified drivers must possess valid operator's license and certification required to operate mobile exhibit in the states in which its operates. Consultation with NPS design team and other contract representatives will be required to effectively coordinate systems integration of government-furnished items. PERIOD OF PERFORMANCE: from date of contract award to January 10, 2003 for the mobile exhibit; and one (1) year from commencement of tour for operations, with option to extend services to 2006. The goal is have an operational mobile exhibit at Monticello, in Charlottesville, Virginia for the January 14, 2003 grand opening, to coincide with the official commencement of the bicentennial celebration of Meriwether Lewis and William Clark "Corps of Discovery" expedition. This tour through the Eastern Legacy states, across the America Heartland, to the Pacific Ocean, and then return to St. Louis, Missouri in 2006 to end the journey, will stop in various communities along the route to educate the public and pay homage to this national achievement. This will involve repeated setup and operation of exhibits / audio-visual presentations. TYPE OF PROCUREMENT: The Government anticipates issuance of a single award for a firm-fixed contract, to the responsive/responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government. Offerors may submit one or more offers, and or propose alternative terms and conditions, which will satisfy the agency's requirements. Each offer submitted will be evaluated separately, and against the criteria contained in the solicitation. The Government intends to evaluate offers and award a contract without discussions. Therefore, the initial offer should contain the offeror's best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if later determined necessary. The Government may reject any or all offers, if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. Evaluation of offers will be conducted in a manner consistent with FAR Sub-part 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as well as, guidance cited in FAR Part 13 and other applicable parts of the FAR. A comparative analysis of proposals will be conducted, and technical capability in terms of how well the product and or service meets the Government requirement will be an important consideration in making a "best value" award decision. A technical evaluation normally include examination of product literature, product samples (if requested), technical features and warranty provisions. Past performance shall be evaluated in accordance with the procedures in 13.106 or Subpart 15.3, as applicable. PREPARATION OF OFFERS: Failure to follow the instructions in provision 52.212-1, Instructions to Offerors- Commercial Items (available on-line at http://www.arnet.gov/far/loadmainre.html), and or any addendum contained in the solicitation will be deemed non-responsive and may result in the proposal being NOT consider for award. NOTICE TO OFFERORS: This acquisition has been set-aside exclusively for small business enterprises. The NAICS 2002 code for this project is 484210 and small business size standard: $21.5 million. PUBLICIZING AND RESPONSE TIMES: Issuance of the Request for Proposals (RFP) N6490030009 will be available on or about October 25, 2002, with a 20-day response time from date of publication. The solicitation package will be issued electronically on Department of Interior (DOI) National Business Center (NBC) web site at http://www.ideasec.nbc.gov.
