Description
Open-end Architect-Engineer (A-E) Services at McConnell AFB, KS. I. INTRODUCTION AND OVERVIEW OF REQUIREMENT. McConnell AFB is seeking one or more qualified firms to provide open-end Architect-Engineer contract services for a broad variety of maintenance, repair, alteration, renovation, upgrade, and construction projects. Projects may include but are not limited to housing, facilities, infrastructure, airfields, utility systems, and area development. Construction delivery strategy will be design-bid-build or design-build using a fixed-price contract or fixed-price contract with additives or options. A-E services required may include but are not limited to field investigations, plans, conceptual designs, value engineering, recommendations, studies, reports, lifecycle cost analysis, cost estimates, specifications, product research, record documents, research, preparation of construction drawings and as-built drawings, surveys and design for asbestos and lead based paint abatement, professional services for comprehensive planning, programming, surveying, testing, mapping, reproductions, electronic document posting, geo-technical, construction management, and administration. The following disciplines will likely be required: architectural, planner, civil, structural, interiors, landscaping, electrical, mechanical, environmental, communications, fire protection, surveyor, estimator, specification writer, and construction inspector. The contractor may be called upon to provide services requiring the use of other disciplines on an as-needed basis. The contract will provide a twelve-month base period of performance with an option for three additional twelve-month periods. The maximum fee for any one Task Order shall not exceed $299,000.00 with a cumulative amount for all Task Orders in any one-year period not to exceed $750,000.00. A minimum of $5,000.00 in fees paid is guaranteed in the base period of performance. No specific minimum amount is guaranteed in any of the option years. The contract will be firm-fixed price. II. EVALUATION CRITERIA. Firms will be evaluated using the following eight criteria: CRITERION 1, PROFESSIONAL QUALIFICATIONS of those providing services. Evaluation will consider education, training, registration, voluntary certifications, overall and relevant experience, and longevity with the firm. Professional-level registration is required for key professionals.; CRITERION 2, SPECIALIZED EXPERIENCE and technical competence in the type of work and services required including experience in energy conservation, pollution prevention, waste reduction, and use of recovered materials. Experience with both national and local-area regulations and building codes relating to the required work and services is desired.; CRITERION 3, CAPACITY for timely accomplishment of simultaneous multiple delivery orders for design services. Assume that the simultaneous delivery orders will each require architectural, civil, electrical, and mechanical professionals.; CRITERION 4, PAST PERFORMANCE on Department of Defense and other contracts in terms of cost control, quality of work, and compliance with performance schedules as determined from performance quality surveys, from past and present customers, and from other sources.; CRITERION 5, ELECTRONIC FORMAT CAPABILITIY. Ability to provide electronic versions of design drawings in both AUTOCAD (latest released version) and MaxView versions (.cal), to include the associated .maxfr file from the MaxView writer program. Ability to provide electronic versions of written products in Adobe Acrobat (.pdf) and Microsoft Office formats (including Word, Excel, Access, and Binder).; CRITERION 6, EQUITABLE DISTRIBUTION OF WORK. Volume of Department of Defense contract awards in the last 12 months.; CRITERION 7, GEOGRAPHIC PROXIMITY TO McCONNELL AFB. Preference will be given to firms with offices within eight hours driving time of McConnell AFB (approximately 500 miles).; and CRITERION 8, SMALL BUSINESS PARTICIPATION. Extent of participation of small businesses, small disadvantaged business, and historically black college or universities and minority institutions in the proposed contract team, measured as a percentage of the total estimated effort. RELATIVE WEIGHTING OF EVALUATION CRITERIA: The evaluation criteria are listed in a descending order of importance. III. RESPONSE PROCEDURES: A-E firms that meet the requirements described in this announcement are invited to respond to this announcement. Each A-E?s response must include: (A) Two completed copies of an SF 254, Architect-Engineer and Related Services Questionnaire and two copies of an SF 255, Architect-Engineer and Related Services Questionnaire for Specific Project; and (B) a response letter that specifically addresses the evaluation criteria in order of sequence. The response letter may refer back to portions of the SF 254 and/or the SF 255 but may not exceed three pages in length. The response letter should provide the name of a point of contact that can respond to questions about the response. Include a phone number, fax number, and email address for the point of contact. Be sure to include information on awards and other recognition for designs or other work relevant to the requirements set out in this synopsis. Interested firms should provide the requested information in time to be received at the following address by 4:30 PM Central Time on 22 November 2002: 22 CONS/LGCA, ATTN: Del Rinehart, 53147 Kansas Street, Ste 102, McConnell AFB, KS 67221-3606. IV. OTHER INSTRUCTIONS AND INFORMATION: The Government intends on evaluating firms who respond to this notice using the procedures set out in FAR 36.6 and DFARS 236.6. These procedures include an initial evaluation board to identify firms that have a reasonable chance of being considered as most qualified followed by a second evaluation board to identify the top three qualified firms. A request for proposal leading to a contract will be issued to and negotiated with the most qualified firm. As noted above, the Government reserves the right to award more than one contract for A-E services to those who respond to this notice. The Government may contact those listed in sections 8 and 9 of the SF 255 or section 11 of the SF 254 as part of the evaluation process. In addition to the owner name and address, also provide a phone number, email address (if available), and point of contact for each listed project. The Air Force currently has two IDIQ contracts for A-E services in place at McConnell AFB. At this point, it is anticipated that one or more contracts will be awarded from responses received from this notice prior to the expiration of the current A-E contracts. Incumbent contractors on the current A-E contracts are eligible to submit responses to this notice. To be eligible for a contract award, a firm must be registered with the Central Contractor Registration database.
