NA The Defense Contracting Command ? Washington (DCC-W) seeks potential offerors and requests that they submit, via email, qualification statements indicating their interest in bidding on this requirement, and an outline of their relevant experience/expertise . Offorers should also indicate whether they have a GSA schedule, including the schedule number and the SIN. DCC-W also invites industry comments on the draft statement of work or on any other aspect of the proposed procurement. This document should be sent as an attachment, not to exceed, three printed pages in length. Hard copy material will not be accepted. Offerors must clearly demonstrate expertise and experience with all four (4) task areas in the statement of work. DCC-W contemplates award of a firm-fixed-price contract to provide technical, analytical, developmental and program management support. The purpose of this procurement is to obtain Contractor materials and management services to implement t an employee an d supervisor version of the Army Civilian Attitude Survey. DCC-W will use this contract to acquire technical assistance in web-survey development. This includes data analysis, production of feedback reports, guides to interpreting results and action plan ning, identifying key drivers of employee and supervisor satisfaction, and on-site development of action plans based on survey results. The survey will cover Army civilian employees and supervisors in both appropriated and non-appropriated fund positions. It is contemplated that the contract will have a one-year period of performance. DCC-W expects to award a contract for not more than $100,000. Conflict of interest provisions for this requirement require that potential offerors cannot be or become (for the duration of the contract) an employee of the United States Government or the Department of Defense, either military or civilian, if such employment would create a conflict of interest. Conflict-of-interest issues will be reviewed on a case-by-case bas is. This requirement is not subject to the Service Contract Act. The NAIC code is 541720. The RFP is expected to be released within sixty days. The expected award date for this contract is on or before 31 May 2003. Contract Specialist: TaLisa.Spottswood@hqda.army.mil. ----------------------------------------------------------------------------- STATEMENT OF WORK BACKGROUND Since 1977, the Army has been monitoring the perceptions of its civilians regarding various aspects of their jobs. The vehicle for the data collection has been the biennial administration of the Army Civilian Attitude Survey. This survey has been used to gather information about employee and supervisor attitudes, perceptions, and opinions on organizational, management, and personnel service issues. The Plans and Strategies Division of the Office of the Deputy Chief of Staff, G-1, (DAPE-CP-PL) is responsi ble for conducting this survey.
