Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only request for quotations; proposals are being requested and a written solicitation will not be issued. Solicitation Number USSS030003 is issued as a Request for Proposal (RFP) through Federal Acquisition Circular 01-09. This action is a 100% small business set-aside. The NAICS code is 339920 and the small business size standard is 500 employees. The U.S. Secret Service (USSS) has a requirement to inspect, repair, operate, and perform preventative maintenance on Caswell range target equipment, to restore equipment to fully operational condition, and to replace or repair parts of equipment subject to normal wear and tear at the Laurel, MD and Washington, DC facilities. The Contractor, represented by a certified technician, shall perform the following: test for proper operation of all components of the target conveying systems; check and adjust drive belts, cables, electrical connections, target stops, carriers; take up assemblies and all other components of the conveying system not mentioned herein; lubricate, as required, all components requiring lubrication; clean the overhead track system of debris as required; repair as required any non-functioning target lane or component thereof, including electronic assemblies and the master control console; inspect all ballistic protection equipment including the bullet trap for improper wear and tear of the accumulation of lead and/or other debris. During the course of work, the Contractor's certified technician will provide the customer with basic instruction of maintenance and operation procedures. Parts necessary for replacement, such as wheels, hardware or pulleys, will be supplied at an additional charge. The term of this contract is a base year with four (4) option years and the period of performance for the base year is the date of award through September 30, 2003. Each option year will start on the day after the end of the previous year and continue for one (1) year. The requirement pertains to the following: Line Item 0001: quarterly preventative maintenance sessions for two (2) twelve point indoor ranges with Caswell target range equipment at 9200 Powder Mill Road, Laurel, MD, during normal business hours, Monday through Friday. Line Item 0002: quarterly preventative maintenance sessions for two (2) six point indoor ranges with Caswell target range equipment located at 12th and Pennsylvania Avenue, Washington, DC, during normal business hours, Monday through Friday. Line Item 0003: Estimated cost of parts and equipment necessary to accomplish preventative maintenance sessions for the ranges referenced in line items 0001 and 0002 (please include a separate line stating the material handling rate, if any. This amount must be given as a percentage). The preventative maintenance work schedule is to be arranged with the designated Contracting Officer's Technical Representative (COTR) and shall be agreed upon by the COTR and the Contractor one week after contract award. The specific days to be scheduled per session shall be the decision of both the U.S. Secret Service and the Contractor, by mutual agreement and is subject to change. Services/supplies are to be ordered on a quarterly basis. Contractor will have access to firing range facilities for the line items ordered for five (5) consecutive days. Contractor may be required to provide service while training classes are in session. The majority of work shall be performed during normal business hours Monday through Friday. On occasion, performance may be required on Saturday and Sunday between normal business hours, due to range access availability and will be provided at no additional charge. The Contractor shall invoice quarterly after services are performed. Travel to and from each range is the responsibility of the Contractor. All Contractor personnel must be U.S. citizens. The Contractor will be required to submit information on U.S. Government Form 1888 for background investigation to obtain security clearances for Contractor's personnel at least two (2) weeks prior to each session. The following FAR Provisions and Clauses are applicable unless otherwise noted: 52.212-1, Instructions to Offerors-Commercial Items; 52.212-2 Paragraph (a) insert: "The Government intends to award a firm, fixed price contract to the responsible offeror whose proposal, conforming to the specifications, will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: Price, technical capability, and past performance. For evaluation of past performance, the offeror must provide at least three references for contracts/purchase orders of similar services within the last two (2) years. Each reference must include customer's name and address, contact person, project name, date of performance, telephone number and contract value for each reference. If business entity establishment is less than two (2) years, provide related experience of key personnel. Past Performance shall be valued as acceptable, unacceptable, or neutral." The following evaluation factors are listed in order of importance: price, technical capability, and past performance."; 52.212-3, Offeror Representations and Certifications- Commercial Items; 52.212-4, Contract Terms and Conditions--Commercial Items; 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items. A pre-bid inspection of the site has been scheduled for Friday, October 25, 2002.
