- NAICS Code: 334516 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to with Beckman Coulter, P.O. Box 169015, Miami, FL 33116-9015 for the acquisition of a Vi-Cell Viability Analyzer. The Vi-Cell Viability Analyzer is a video imaging system capable of highly accurate analyses of cellular cultures. It automates the widely accepted trypan blue dye exclusion method. It is designed to analyze a wide variety of cell types in a completely automated fashion with a high degree of accuracy and reproducibility. Specifications: (1)Cell viability reporting in percent, concentration and by cell count; (2) Must accept a concentration range of 50,000 up to million cells per ml; (3) Must have a viability percent range of 20 to 100%; (4)Must have a cell sizing range of 5 um to 70 um; (5) Availability of a 12 sample Carrousel;(6) Must use a Vi-Pak reagent pack contained within the analyzer;(7)Less than 4mins for analysis; (8)High quality reagent pack (Trypan Blue);(8) Reference method Trypan Blue; (9) Auromated Carousel;(10) Continuous ?hot-swap'carousel;(11)Must have Reagent level monitoring;(12)Must include Bio-process/reactor tracking software: (13)Simple cell type set-up;(14) Sample volume presented to the instrument not critical;(15) Measure up to 100 images per run;(16) Global service support;(17) Must have a magnification of at least 6.;(18)Must be 21 CFR Part 11 compliant. The EPA has identified Beckman Coulter the only vendor capable of satisfy the requirement. The circumstance permitting "other than full and open competition" is FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy Agency requirements". The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provided the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 15 days after the date of this publication.
