- Description
- NASA/GSFC plans to issue a competitive Request for Proposal(RFP)for AERONET compatible Sun-Sky Scanning Spectral Radiometers. NASA owns and operates 80 Cimel Sun-Sky Scanning Spectral Radiometers as part of the EOS Aerosol Validation Program called AERONET. The program is a larger Federated Global Network of approximately 200 identical instruments designed to measure aerosol properties from land and ocean sites. In order to insure compatibility within the network, any additional instruments must be identical in optical characteristics, measurement protocol, data acquisition and field hardness. The current CIMEL 318 Radiometer functions reliably in the harsh environmental conditions (humidity, rain, insects and human abuse) expected in our remote sites. The instrument is required to transmit data through the data collection system of the GOES, METEOSTAT and GMS Satellites and operates on battery and solar panels. The measurement protocol requires direct sun and diffuse sky measurments to be automatically taken according to re-programmed solar zenith angles and scattering angles optimized for analysis of data to estimated aerosol properties. We are adding additional systems to the AERONET program. These systems must be identical in form, function and electronically compatible to the existing instruments. The Government intends to acquire a commercial item using FAR Part 12. The NAICS Code and Size Standard are 334516 and 500 Employees, respectively. The DPAS Rating for this procurement is DO-C9. The provisions and clauses in the RFP and model contract will be those in effect through FAC 01-09. All qualified responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFP is on or about October 22, 2002 with an anticipated offer due date of on or about October 29, 2002. The installation Ombudsman is: William F.
