Description
This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in FAR subpart 12.6 ? Streamlined Procedures for evaluation and solicitation for commercial items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation a written solicitation document will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-09. The associated North American Industrial Classification System (NAICS) code for this procurement is 541612 with a small business size standard of 500 employees. This acquisition is restricted to small business. The Food and Drug Administration (FDA) intends to negotiate a sole source acquisition with Thomas J. Hoffman of Crownsville, MD for the development of a Personal Safety Training Program consisting of courses and curriculum to ensure the safety of investigators and analysts. It is the understanding that Mr. Hoffman possesses legal, technical and management experience with the U.S. Department of Agriculture. A strong knowledge of the laws and regulations associated with inspection and enforcement programs. Is particularly effective in providing consulting services dealing with such issues as: criminal, civil and administrative cases, inspection issues, appeal of non-compliance records, development of enforcement programs for state and foreign governments and the development and implementation of training and safety programs. The scope of work includes development in the design and development of a Personal Safety Training Program for ORA. Provide advice and consultation to the Office of Regulatory Affairs, Division of Human Resource. Full day lectures and workshops given at FDA District Offices sites located throughout the United States and San Juan, PR beginning January 1, 2003. Deliver nineteen (19) Situational Planning training courses. Travel to nineteen (19) District training sites (locations and dates to be determined) to serve as Instructor and to facilitate workshop training exercises. Continue to meet with ORA CAG and Management to determine national policy for development of a plan of action to ensure employee personal safety. Serve as the principal consultant in the continued development of Personal Safety Training Program and curriculum for ORA staff for the duration of the contract. Period of performance January 1, 2003 ? September 30, 2003. This procurement will be awarded as a simplified acquisition in accordance with FAR 13.5. The following provision & clauses apply to this acquisition: 52.212-1, Instructions to Offerors-Commercial Items; and 52.212-3 Offeror Representations and Certifications-Commercial Items. The following clauses apply to this acquisition: 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. This notice of intent is not a request for quotes however, all quotes received by November 4, 2002 will be considered.
