- Description
- The U.S. Border Patrol El Paso Flight Operations plans to competitively award a five year contract (base year plus four option years which will be evaluated at time of award) for medium utility gas turbine powered, observation, search and rescue (both land and sea) and patrol multi engine helicopters. The fixed price requirement type contract will include requirements for an estimated to 15 helicopters for the life of the contract deliverable within 270 days after receipt of order/award, plus overhaul, exchange or new procurement of main components and spare parts with a minimum one year or 1,000 flight hours (whichever comes first) warranty, pilot transition training and mechanic factory maintenance training, warranties, operating and maintenance manuals, illustrated parts catalogs and provisions for updating of the same, weight and balance data, special tools on an as needed basis, and technical field support. The helicopters are required FOB origin. The helicopter must: (1) be new and of the latest and most current design and in production, with spare parts readily available; (2) Contain all current and applicable improvements with airworthiness directives, service bulletins and service letters completed and incorporated as of the date of delivery; (3) be FAA certified as a normal category helicopter, all accessories installed to meet mission specifications to be FAA approved by a Supplemental Type Certification (STC) or under a "337" Field Approval; (4) must be able to support a crew of two plus up to four passengers and ancillary avionics and equipment to include externally mounted FLIR and spotlight. The gas turbine engines shall permit starting without external power, and shall be capable of using JP-4, JP-5, ASTM-1655 Type A, A1, and B fuels. Normal seating for the crew compartment shall consist of 2 pilot/co-pilot seats with no configuration in the front for a third seating. The area between the pilot and co-pilot shall be utilized for accessories and avionics equipment. Dual controls will be provided. All seating shall be provided with seat belts and shoulder harnesses. A heater/defogger system and fresh air ventilation shall be installed. An exterior keyed lock shall be provided on all doors. Aircraft design should permit min and max indiscriminate cabin loading without having to move components or using any moveable ballast to keep within certified flight limitations. Other governmental agencies may be authorized to purchase aircraft and training. See the solicitation for specific performance requirements.
