- Description
- The Naval Air Warfare Center Weapons Division, China Lake, CA, intends to procure on an other than full and open basis up to 60 sets of VHF/UHF receiver/ demodulator units from Eclipse Electronics, 1399 W executive Drive, Suite 1, Richardson, TX 75081. The sets must meet the following criteria: a. Frequency Coverage 20 MHz. to 2,800 MHz. b. IF Bandwidths Selectable 1.0, 1.2, 1.5, 2.0, 3.0., 6.0, and 8.0 MHz. c. Dynamic Range 75 dB spur-free in a 25 kHz. Channel. d. Noise Figure 12 dB maximum 1,000 MHz. and below 14 dB maximum above 1,000 MHz. E. Tuning Speed 200 microseconds maximum tune step settling time. f. SSB Phase Noise 100 Hz -85 dBc/Hz; 1 kHz -90 dBc/Hz; 10 kHz -90 dBc/Hz; 100 kHz -95 dBc/Hz; 1 MHz -130 dBc/Hz; g. Spurious Signals < -100 dBm internally generated; h. Gain Control Automatic and Manual Gain control functions. i. Digitizer 40.32 MHz clock rate, 12 bit minimum resolution. j. Analog Outputs Demodulated AM Baseband, Demodulated FM Baseband, Pre-D IF converted to Baseband for Tape Recording. k. Digital Outputs Selectable AM/FM/PM, or Pre-D digitized data Threshold Detected AM Pulse Data, RACEway 1.0 Interlink Data Format, l. Time Reference Seconds/Sample Count on digital data transfers, Synchronous between multiple receiver/demodulator channels. m. Control Interface VME 64X A16 for Receiver/Demodulator Control, VxWorks software control library compatible with government developed signal processing software for control of radio functions; n. Physical Size VME 6Ux160 form factor, 2 slot maximum (1.6"w x 9.187"h x 6.69"d) o. Power Consumption 40 W maximum total all voltages (+3.3 v, +5 v, +12 v, -12 v). Delivery will be required 365 days after award. Eclipse Electronics is the only company that can meet the minimum critical specifications as the items being procured must be interchangeable with existing systems in prototype equipment. Market research indicates that the commercially made Eclipse equipment is the only one that can meet the requirements. No solicitation will be issued. Modification to an existing contract, N68936-02-C-0032 is contemplated. The deadline for submission of responses to this announcement is 24 November 2002. Award will be issued under the authority of FAR 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. All responsible sources may submit a proposal that shall be considered by the agency. Responses to this announcement, other than from the source listed, will be required to submit information to verify their proposed equipment will meet the requirements specified.
