- Description
- NASA/LaRC plans to issue a Request for Quotation (RFQ) for the mechanical measurement, disassembly, transportation, and relocation of a NASA-owned Model 5751 Compact Range Reflector. The Compact Range Reflector will be relocated from the B-64 facility at Lockheed Martin, Marietta, GA to NASA Langley Research Center. The contractor shall perform a mechanical measurement of the reflector structure to define a benchmark before moving the reflector and perform the mechanical measurement again after the reflector is relocated to NASA Langley. The contractor shall be responsible for disassembly to include removal of the serrations and removal of the reflector from stands. The serrations shall be marked to define their position and location, removed from the reflector, and then wrapped in crates to protect them from damage during shipment and storage. The stands shall be removed from the mounting positions and secured for shipment. The reflector shall be placed on special dollies, provided by the contractor, to support the reflector during removal from the facility and while moving into storage at NASA Langley. The contractor shall provide adequate coverings and make sure it is secured properly on a double drop, air ride suspension trailer for transportation. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the required services from MI Technologies who is the only responsible source and no other services will satisfy the Agency requirements. MI Technologies is the original manufacturer of the reflector and also installed the reflector in the Lockeed Martin facility. As the original manufacturer, they have years of unique experience transporting and erecting reflectors of this type in facilities throughout the country, ensuring familiarity with the existing mounting and support system. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on October 24, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
