- Description
- The National Institute of Standards and Technology (NIST) is seeking the services of experts from outside of NIST who can significantly contribute to the goals and objectives of the NIST World Trade Center (WTC) Investigation, Project #7, entitled, "Occupant Behavior, Egress and Emergency Communications." An investigation overview, as well as a description of Project #7, can be found at http://wtc.nist.gov under Key News and Updates, NIST Plan for the National Building and Fire Safety Investigation of the WTC Disaster. Offerors shall demonstrate expertise in one or more of the following areas: 1) Occupant Egress, preferably from high-rise office buildings, including building codes, egress system design, pre-movement activities, emergency notification, and egress modeling (note scope of Tasks 1, 2, 3, 5 and 6); 2) Human Behavior in Emergency Situations, including situational awareness, pre-movement activities, and social behaviors (note scope of Tasks 1, 2, 3, 5 and 6); 3) Human Psychology of Extreme Events (note scope of Tasks 1, 5 and 6); 4) Interview Methodology for People Exposed to Extreme Events (note scope of Tasks 1, 4, 5 and 6); 5) Questionnaire Design and Analysis (note scope of Tasks 1, 4, 5 and 6); 6) Statistical Sampling Methodology (note scope of Tasks 1, 4, 5 and 6); 7) Emergency Management (note scope of Tasks 1, 2, 3, 5 and 6); and 8) Storage and analysis of interview, questionnaire, and other textual and graphical information (note scope of Tasks 1, 4, 5 and 6). Details of this requirement will be provided in the solicitation. The requirement will be for a period of twenty (20) months at approximately one (1) day per week. Multiple awards are anticipated. FAR Part 13.5, Test Program for Certain Commercial Items, will apply to this requirement. It is anticipated that a single solicitation will be issued on or about August 30, 2002 at www.fedbizops.gov. The solicitation, all amendments and any questions and answers to the solicitation will be posted to FEDBIZOPS and are totally the responsibility of the Offeror.
