Description
NA 1. CONTRACT INFORMATION: A-E services are required at Ft. George G. Meade, MD but may be used throughout the Baltimore District. The size standard for this procurement is $4,000,000.00 average annual receipts over the last 3 fiscal years; the Standard In dustrial Classification Code (SIC) is 8711; the North American Industry Classification Code (NAICS) is 541330. Both contracts will be for $3,000,000.00 each with a base period not to exceed one year and two option periods. The amount of work in each cont ract period will not exceed $1,000,000.00. An option period may be exercised when the contract amounts for the base period or preceding option period has been exhausted or nearly exhausted. Contracts will be firm fixed price. The announcement is open to all businesses regardless of size. The contracting officer will consider the following factors in deciding which contractor will be selected to negotiate an order: customer?s satisfaction of A-E?s performance, responsiveness to previous task orders, A-E ?s current workload, current capacity on contract, uniquely specialized experience, and equitable distribution of work among the contractors. The anticipated award is May 2003. SUBCONTRACTING PLAN REQUIREMENTS: If the selected firm is a large business c oncern, a subcontracting plan with the final fee proposal will be required, consistent with Section 806(b) of PL 100-180, PL 95-507, and PL 99-661. A minimum of 40% of the total planned subcontracting dollars shall be placed with small business concerns. At least 15% of the total planned subcontracting dollars shall be placed with small disadvantaged businesses (SDB), including Historically Black Colleges and Universities or Minority Institutions, 8% with Women Owned Small Businesses (WOSB), 3% shall be p laced with Hubzone Small Businesses (HubSB), 3% with Veteran-owned small business and 3% with Service Disabled Veteran-owned small businesses. This plan is not required with this submittal. 2. PROJECT INFORMATION: Work may consist of preparation of rep orts, studies, topographic surveying, testing, sample analysis, design criteria, management plans for lead and asbestos contaminated materials, design and other general/multi-discipline environmental engineering services, renovation, maintenance and repair , and minor construction projects. 3. SELECTION CRITERIA: See Note 24 for general A-E selection process. (1) Firm shall have the capability to provide environmental, certified industrial hygienist, civil, structural, mechanical and electrical engineeri ng; HVAC, plumbing, fire protection, geotechnical and sanitary engineering; topographic surveying and cost estimates. (2) Specialized experience and technical competence of the firm and consultants shall be presented in environmental engineering; sampling testing, industrial hygienist services and preparation of management plans. (3) Knowledge and response to regulatory program requirements under CAA, CWA, CERCLA/SARA, RCRA/HSWA, NEPA, OSHA and similar State statutes. Sampling and analysis, preparation of written documentation permits to support closures, etc. (4) Experience in the preparation of studies and design for storm water management, wetlands hydrology, sediment and erosion control, and National Pollutant Discharge Elimination System (NPDES) perm itting (including obtaining all necessary state permits, etc.). (5) Firm must demonstrate the capability to conduct appropriate characterization, assessment and remedial planning and design to identify and formulate corrective measures for environmental projects. (6) Firm must demonstrate the capability to respond to multiple task orders concurrently. (7) The products (deliverables) are not required to be performed using CADD automation programs. The A-E shall be required to provide any digitizing and/ or translation services necessary to deliver the final design product(s) in AutoCAD Rel. 2000 on CD. Specifications will be prepared using WordSpec2/SPECIN TACT 3 format. Cost estimates will be prepared using the Microcomputer Aided Cost Estimating System (MCACES). 4. SUBMISSION REQUIREMENTS: See Note 24 for general submission requirements. Interested firms having the capabilities to perform this work mu st submit one copy of SF 255. A SF 255 must be submitted for prime and joint ventures and a SF 254 must be submitted for prime, joint ventures, and consultants to the above address, not later than the close of business on the 30th day after the date of th is announcement. If the 30th day is a Saturday, Sunday, or Federal holiday, the deadline is the close of business the next business day. Include the firm?s ACASS number on the SF 255, Block 3b. On the SF 255, Block 6, provide the ACASS number for each con sultant (if available). If your firm does not have an ACASS number, it can be obtained from the Portland District Corps of Engineers ACASS database by calling (503) 808-4591. On the SF 255, Block 9, provide contract award dates for all projects listed i n that section. The SF 255 and SF 254 shall clearly indicate the staffing of the office indicated to perform the work. One Pre-selection Board and one Selection Board will be conducted from this solicitation. Telephone interviews will be conducted with the short listed firms. Submit all responses to: U. S.
