Description
NA NOTE: Any prospective bidder/offeror interested in obtaining plans and specifications for this solicitation must register on our website at http://ebs.sas.usace.army.mil/ Contractors may view and/or download this solicitation and all amendments from the in ternet after solicitation issuance. Three contracts shall be awarded from the solicitation by state, one each for Georgia, South Carolina, and North Carolina. Offerors must select only one state for consideration. Description of work: Construction of fen cing, roads, drainage systems and exterior lighting. The project will be solicited and procured using a Low Price Technically Acceptable (LPTA) Request for Proposals (RFP) in accordance with FAR Part 15.101-2. Offerors are required to submit a price and te chnical proposal. Each proposal shall contain the offeror's best technical proposal and best price. The technical proposal will be evaluated utilizing the factors set forth below. Factor 1: Offeror Construction Past Performance, SubFactor A: Timeliness of Performance: SubFactor B: Quality of Performance, SubFactor C: Effectiveness Factor 2: Offerors Construction Experience, Factor 3: Offeror Design Specialized Experience and Technical Competence, Factor 4: Offeror Design Capacity, Factor 5: Offeror Design Professional Qualifications, and Factor 6: Offeror Design Knowledge of Locality. Offerors shall be evaluated on all contracts successfully completed or substantially completed in the last three years with the majority of the contracts performed falling wit hin the range of $10,000 to $1,000,000. Factors And Weights: Factors and Sub-Factors are of equal weight. Proposals will be evaluated against the criteria on a Go(acceptable)/No-Go(non-acceptable) basis. Proposals shall include sufficient detailed informat ion to allow complete evaluation. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the offeror. Options may be included. Estimated cost range of project is over $10,000,000.00. Network Analysis System will be required. Competition will be limited to 8(a) certified construction firms located within the geographical area serviced by SBA within Region IV District Offices (GA, AL, NC, SC, TN, MS, FL, KY) and other construction firms having a bona fide branch office located within the geographical boundaries of the relevant competitive areas which have NAICS Code 236220. This solicitation will be issued in electronic format only and will also be available on or about November 12, 2002 on the internet at http://ebs.sas.usace.army.mil. Notification of amendments will be through use of the Internet. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided. It is the contractor?s responsibility to ch eck the Internet address provided below as necessary for any posted changes to this solicitation and all amendments.
