Description
This solicitation is Unrestricted. The purpose of this solicitation is to acquire services required to construct, permit, commission, warranty and post-construction maintenance services for a newly constructed Defense Intelligence Analysis Center (DIAC). THERE WILL BE A PRE-PROPOSAL CONFERENCE AT 1300 HRS ON 11/14/2002, AT THE DIA LOCATION BUILDING 6000. THOSE BIDDERS THAT WISH TO ATTEND MUST FAX: NAME, PLACE OF BIRTH, DATE OF BIRTH, SOCIAL SECURITY NUMBER ,AND COUNTRY OF CITIZENSHIP, TO MR. STEVE MOSLER AT 202-231-8231. The successful offeror will construct a multi-story, multi-purpose Sensitive Compartmented Information Facility (SCIF) administrative building adjacent to the existing Defense Intelligence Analysis Center. Facility will be a 450,000 square foot, six-story reinforced concrete building containing SCIF, administrative and support areas with a parking structure, surface parking, improvements to adjacent roadways, expansion to the existing cafeteria and an additional central plant. Force Protection/Anti-terrorism measures will be included. Exterior work includes landscaping, earthwork and utilities. Award will be based on best value to the government considering price and other non-price factors as stated in the RFP. Non-Priced factors may include Relevant Experience, Management Plan-Project Team, Completion Schedule, Safety, Transition Plan, Subcontracting and Past Performance. Past Performance information shall be received 30 days after issuance of the RFP. RFP shall be available on or before 25 October 2002. The basic administrative portion of the RFP will be posted to the NAVFAC E-Sol Website located at http://esol.navfac.navy.mil, however, the full RFP including specification and drawings will only be issued on CD-ROM. Contractors must request copies of CD-ROM RFP on Company letterhead, by e-mail at the following e-mail address: thackersm@efaches.navfac.navy.mil Proposal due date will be on or about 10 December 2002. Further information will be provided in the RFP. The estimated cost of construction is over $75,000,000.00.
