- Environmental Architectural Engineering (A/E) Services are required for Preparation of Military Range Planning Documentations for Pacific Fleet and Western U. S. activities. Preponderance of work will involve Navy training range complexes within the Pacific Fleet Area of Responsibility (AOR); however, this contract does not preclude work on ranges around the world. Potential work in the Pacific Fleet AOR could include but not be limited to Naval and Marine Corps installations/operating areas on the west coast, Pacific Ocean, Okinawa, Japan, Whidbey Island, Marianas, and Diego Garcia Range Complexes. In addition, some work may involve range complexes controlled by other Navy Claimants such as Naval Air Systems Command and Naval Sea Systems Command, and other Department of Defense services. The contract will provide services of an interdisciplinary team required to support the Tactical Training Theater and Planning Assessment and Planning (TAP) process. The TAP process is intended to ensure the sustainability of military training ranges and operating areas. The general scope of this contract requires the services of environmental engineering and the use of engineering sciences and principles and methods of engineering analysis by individuals whose competence has been attested by licensor as a professional engineer. The following engineering services include: preparation of Range Complex Management Plans (RCMPs) in accordance with TAP guidelines and DoD instruction 4715.11/12, preparation of environmental impact statements (EIS), preparation of Coastal Consistency Determination in accordance with the Coastal Zone Management Act and OPNAV 5090.1B, preparation of ecological studies in support of environmental documentation, preparation of Endangered Species Act (ESA) Biological Assessments, preparation of Section 106 and 110 documents required under the National Historic Preservation Act, preparation of range sustainability and condition assessment plans, preparation of Range Air Installation Compatibility Use Zone (RAICUZ) studies, preparation of sketches, preliminary plans, cost estimates and descriptive text for future planning and work plans and special planning and engineering investigations, such as, but not limited to, traffic, air quality, noise, and socio-economic studies. The A&E must demonstrate his and each key consultant?s qualifications with respect to the published evaluation factors for all services. Evaluation factors (1 through 6) are of equal importance; factors 7 and 8 are of lesser importance: 1. Professional qualifications ? Professional qualifications of the firm?s staff (a) military operational and environmental expertise, project management skills and technical support with experience and knowledge in the preparation of DOD range complex operational/training and environmental planning documents including: military training and operational planning (with a focus on Navy Inter-Deployment Training Cycle (IDTC) and Marine Operating Force Pre-Deployment Training Program (PTP) requirements as well as Research, Development, Test & Evaluation (RTD&E)), range management (including operational range clearance and infrastructure management), land use planning, National Environmental Policy Act (NEPA), terrestrial and marine biology (especially marine mammals, migratory birds and species listed under the Endangered Species Act), cultural and natural resources management (including archaeology), Range and Air Installation Compatibility Use Zone/Air Installation Compatibility Use Zone (RAICUZ/AICUZ) documents (including noise studies and air space management), air quality, oceanography, public health and safety (including explosive safety), environmental media compliance (Resource Conservation and Recovery Act (RCRA), Safe Drinking Water Act (SDWA), Clean Water Act (CWA), etc.), GIS/data management, public affairs and military operations/maintenance budget and capital investment planning; (b) demonstrate professional staff depth and show levels of control (c) prepare an organizational chart and indicate the line of communication in managing and coordinating the various phases of work (d) indicate active professional registration(s). 2. Specialized experience of the firm in preparing DOD planning documents and studies for the work described in above-mentioned work. List no more than 10 projects of relative size and scope intended under this contract that are currently under contract and completed contracts within the last 5 years. 3. Small Business - a) List the small business firms by program category planned for use under the contract (i.e., Historically Underutilized Business Zone (HUBZone) small businesses, Woman Owned Small Businesses (WOSB) Small Disadvantaged Businesses (SDB), Veteran Owned Small Businesses (VOSB), and Service-Disabled Veteran-owned Small Businesses (SDVOSB), and Historically Black Colleges and Minority Institutions (HBCU/MI's). b) Large Business (LB) firms will be evaluated on past performance of Small Business (SB) utilization by providing a minimum of three previous SF 294s for similar work. Small Business firms should discuss past experience using small business subcontractors on similar work. c) Large businesses must submit a subcontracting plan. The Secretary of the Navy has assigned Naval Facilities Engineering Command goals expressed in terms of percentages of total planned subcontracting dollars for utilization of small businesses of 65%. Included in the SB goals are targets for: SDB including HBCU/MI ? 14.8%, WOSB ? 14.4, VOSB ? 3%, SDVOSB ? 3%, and HUBZone Small Business ? 3%. The total dollars planned for small businesses will be evaluated against total estimated price. d) Discuss plans for mentor-prot?g? relationships under this contract and past experience with Mentor-Prot?g?. e) Discuss planned efforts to encourage small business participation under this contract. Small Disadvantaged Business (SDB) participation target clauses are included in the contract. The dollar value of the target will be compared to the subcontracted planned value for small disadvantaged firms. SB and SDB firms submitting proposals are also required to submit an SDB target value (FAR 19.1203, FAR 52.219-14, 52.219-25, and 52.219-26) 4. Past Performance - Firms will be evaluated in terms of their quality of work, customer focus and demonstrated long-term relationships on similar type projects proposed for this contract. List recent awards, commendations, and other performance evaluations (do not submit copies). A name and phone number should be provided for each reference. 5. Capacity to accomplish the work in the required time. a) Demonstrate that the firm has the staff available for this contract to accomplish 5 task orders at any given time. b) Indicate the firm's present workload and the project team?s availability (including consultants) for the specified contract performance period. c) The firm must also demonstrate the ability to handle unexpected surges in the workload with the same efficiency and promptness expected for planned work. d) Indicate specialized equipment availability and prior security clearances 6. Quality Control Program - a) Firms will be evaluated on the effectiveness of their internal quality control program used to ensure overall coordination between engineering and technical disciplines on projects related to those addressed in the scope of this contract. b) Demonstrate how your quality control program extends to your subcontractors. c) Address your ability to ensure technical accuracy and coordination between all phases of work 7. Location in the general geographic area and knowledge of the locality of the projects of Naval and Marine Corps bases and ranges within the Atlantic Fleet and the firm?s knowledge of codes, laws, permits, and state and federal environmental regulations within those areas. 8. Volume of work - Firms will be evaluated in terms of work previously awarded by DoD with the objective of affecting an equitable distribution of DoD A&E contracts among qualified A&E firms. The work is determined based on the total yearly corporation account including all subsidiaries of the corporation. The contract requires that the selected firm have an on-line access to E-mail via the internet for routine exchange of correspondence, and have Central Contractor Registration. The duration of the contract will be for one (1) year from the date of an initial contract award. The proposed contract includes nine (9) one (1) year Government options for the same basic professional skills. The total A&E fee that may be paid under this contract will not exceed $100,000,000; however, the yearly maximum may total up to $10,000,000. The minimum guaranteed fee is $25,000 for the base year, and applies to the base year only and does not repeat for each option year. Type of contract: Firm Fixed Price Indefinite Delivery-Indefinite Quantity Contract. Estimated start date is June 2003.--Architect-Engineer firms which meet the requirements described in this announcement are invited to submit completed Standard Forms (SF) 254 (unless already on file) and SF 255, U. S. Government Architect-Engineer Qualifications, to the office shown above. In Block 10 of the SF 255, discuss why the firm is especially qualified based upon synopsized evaluation factors; and provide evidence that your firm is permitted by law to practice the professions of architecture or engineering, i.e., State registration number. For selection evaluation factor (1), provide the following information for only the staff proposed for this work using these column headings: "NAME", "RELATED PROJECTS WORKED ON", "YEAR", "FIRM", and "TECHNICAL ROLE". Use Block 10 of the SF 255 to provide any additional information desired and continue Block 10 narrative discussion on plain bond paper. All information must be included within the SF 255 (limit to 40 pages (front and back considered 2 pages)?not less than 10 point font (column headers on charts can be less); SF 254, if required, and sub-contracting plan are not included in the count). Provide a synopsis of the scope of work, point of contact and telephone number for each project listed in SF 255 Block 8. Firms having a current SF 254 on file with this office and those responding by 4:00 p.m. EST, 07 January 2003 will be considered. Late responses will be handled in accordance with FAR 52.215-10. Neither hand carried proposals nor facsimile responses will be accepted. Firms responding to this advertisement are requested to submit two copies of qualification statements. The qualification statements should clearly indicate the office location where the work will be performed and the qualifications of the individuals anticipated to work on the contract and their geographical location. An Industry Day for all interested firms will be announced as an amendment to this announcement at a later date.--This proposed contract is being solicited on an unrestricted basis, therefore, replies to this notice are requested from all business concerns.--The small business size standard classification is NAICS 541330 ($4,000,000).--This is not a request for proposals. Interested small and large businesses are encouraged to attend to take advantage of networking opportunities. The agenda of the Industry Day will also provide information and answer questions regarding the subject requirement as well as information on a separate, similar procurement for the Pacific Fleet. A separate Industry Day will not be scheduled for the Pacific Fleet procurement. The intent of this contract is to procure the services of an experienced engineering firm, who most importantly has an understanding of Navy training operations and the importance of Navy Range Complexes in supporting Fleet readiness. This type of work requires a large variety of disciplines, capacity, and the management staff to coordinate and manage functional elements into a single complex plan.
