- Description
- Notice of Intent. The U. S. Customs Service (Customs) intends to solicit and award an order for the Advanced Passenger Information Systems (APIS) from Aeronautical Radio, Inc. (ARINC), 2551 Riva Road, Annapolis, MD 21401. APIS allows air carriers to electronically transmit passenger manifests to Customs for flights arriving in the United States from foreign countries. The manifests are received well in advance of the arrival of the aircraft and the data is used by Customs for enforcement as well as facilitation purposes when clearing the flight upon arrival. The common communication media used by the airlines to submit the passenger information to Customs is ARINC. The requirement will be processed under the authority of 10 USC 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. ARINC is the exclusive provider of the service to the airlines and for Customs to receive the required information, it is necessary for them to subscribe to the same public access network. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. No telephone requests, please.
