- NASA/LaRC plans to issue a Request for Quotation (RFQ) to renew software licenses for the following software productes: Cadence Capture CIS Network, Cadence Pspice A/D Network and Cadence Layout Plus Network. The Cadence software products integrate with NASA LaRC's Tanner, Xilinx and Hyperlynx tools along with several other engineering applications. The anticipated purchase order will consist of a one-year base period and two one-year option periods. This procurement is being conducted under the Simplified Acquisition Procedures (SAP)13.5 Test Program for Certain Commercial Items. NASA/LaRC intends to purchase the items from Cadence Design Systems, San Jose, CA which is the only responsible source and no other supplies or service will satisfy the agency requirements. The Cadence software products are proprietary and as such are available only from Cadence Design Systems, Inc. NASA has previously purchased these software licenses and has invested a significant amount of money and training. Therefore, there is a continuing requirement to renew these licenses from Cadence Design Systems. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on October 30, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
