Description
PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared under FAR Part 13.5 - Test Program for Certain Commercial Items, and prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this request. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is being issued by GovWorks under the Department of the Interior Franchise Fund on behalf of Naval Sea System Command, Outfitting and Materials Support. This acquisition will be issued as an indefinite quantity, indefinite delivery order contract. As future requirements are identified, it is critical that GovWorks has a contract vehicle in place for client agencies with an immediate need for these types of products or services. All work performed under this type of contract will be specifically identified by the issuance of a FIRM FIXED PRICE delivery order which will include a requirements statement, identifying the qty and delivery schedule. All shipping and handling costs must be included in quoted price. All deliveries under this contract will be FOB Destination. Commercial items FAR clauses 52.212-1 Instructions to Offerors-Commercial Items, 52.212-3 Offeror Representations and Certifications-Commercial Items, 52.212-4 Contract Terms and Conditions-Commercial Items, and 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items, apply to this solicitation, and may be downloaded from <http://farsite.hill.af.mil/>. FAR 52.212-3 has Representations and Certifications that must be completed and returned with the proposal. GovWorks Procurement will handle the solicitation, and resultant contract administration as well as payment of invoices. GovWorks is a Federal Franchise Fund Contracting Office under the authority of the Government Management Reform Act and provides contracting support to all Federal and DoD Agencies. The successful Offeror will be required to complete electronic banking information for electronic payments. All responsible and responsive offers will be considered. All questions concerning this RFQ must be received by Oct 29th, 4:30pm via email to: lane.donley@mms.gov <mailto:lane.donley@mms.gov>. Questions received after the deadline of Oct 29th will not be accepted. Technical and Cost proposal are due via email no later than Nov 8, 2pm to: lane.donley@mms.gov <mailto:lane.donley@mms.gov>. No phone calls concerning this acquisition will be accepted. All inquiries must be via email, and all questions and responses will be posted to the fedbizopps.gov website as an amendment to the original announcement. 1.0 Background: The mission of Military Sealift Command is to provide ocean transportation of equipment, fuel, supplies and ammunition to sustain U.S. forces worldwide during peacetime and in war for as long as operational requirements dictate. During a war, more than 95 percent of all the equipment and supplies needed to sustain the U.S. military are carried by sea. As one of three component commands, MSC provides the sea transportation to support the mission of the United States Transportation Command: To provide air, land, and sea transportation for the DOD, both in time of peace and time of war. Recent crises have underscored the vital role of Military Sealift Command as a major contributor in the execution of our national strategy. The command operates ships that provide combat logistics support to U.S. Navy ships at sea; special mission support to U.S. government agencies; pre-positioning of U.S. military supplies and equipment at sea; and ocean transportation of defense cargo in both peacetime and war. 2.0 Objective. The Navy Tactical Flotation Vest, NSN 1005-01-474-5157 (LH) and NSN 1005-01-474-5159 (RH) are not readily available in the Navy Inventory. As an alternative, the requirement is being competed. Contractor shall provide the following Force Protection gear: Navy Tactical Flotation Vest, Navy - NSN 1005-01-474-5157 (LH) Navy Tactical Flotation Vest, Navy - NSN 1005-01-474-5159 (RH) 3.0 Scope The contractor shall produce and provide Tactical Flotation Vest, Navy in accordance with ALSAFE 003/02 (COMNAVSAFECEN 102000Z JAN 02). The Vest will be constructed and materials to be used are as follows: Adjustable shoulders (2" web with hook & loop fastener) Two 9mm pistol magazine pouches w/KYDES retainer inserts Shotgun shell pouch (holds 12 rounds) Utility Porch (will hold standard personal first aid kit in plastic case) Chemical irritant spray container pouch Belt loops (durasnap w/hook & loop fastener) Strobe light or compass pouch Utility pouch (elastic loops for securing pens, markers, small flashlights, folding knife) Nylon zipper and slider; additional security provided by 1" nylon webbing W/side release buckles Collapsible baton pouch Adjustable molded Kydes holster for Berretta 92F pistol Retractable pistol lanyard\ Heavy-duty drag handle Horizontal radio pouch Hydration bladder pouch Alice clip attach webbing Combination handcuffs and rubber gloves pouch Side adjustment (1" nylon webbing and side release buckles) Care Label (inside back) 1000 denier Dupont Cordura, coated on back, 1 ¼ oz polyurethane or equivalent Webbing: MIL-W-4088 TYPE 80, MIL-W-17337, MIL-T-5038 TII or equivalent Mesh: MIL-W-5625 or equivalent Cord: MIL-C-5040 or equivalent Type "E" thread (VT 295 nylon, bonded), double stitched and bar-tacked at stress points Minimum and Maximum Thresholds. The government anticipates the purchase of a minimum and maximum quantity of vests as follows: Navy Tactical Flotation Vest, Navy - NSN 1005-01-474-5157 (LH) Minimum Qty: 100 / Maximum Qty 4,000 Navy Tactical Flotation Vest, Navy - NSN 1005-01-474-5159 (RH) Minimum Qty: 100 / Maximum Qty 7,500 4.0 Deliverables/Delivery Schedule Item 1: Tactical Flotation Vest, Navy NSN 1005-01-474-5157 (LH) Color: Black / QTY 135 / First Delivery of Qty 50 to be delivered NLT December 6,2002. The Government estimates approximately a qty of 50 vests delivered each week thereafter. Delivery will be FOB Destination. Exact delivery schedule and destination will be specified on each delivery order. Item 2: Tactical Flotation Vest, Navy NSN 1005-01-474-5159 (RH) Color: Black / QTY 394 / First Delivery of QTY 50 to be delivered NLT December 6, 2002. The Government estimates approximately a qty of 75 vests delivered each week there after. Delivery will be FOB Destination. Exact delivery schedule and destination will be specified on each delivery order. 5.0 Inspection and Acceptance Criteria Final inspection and acceptance of all tactical floatation vests will be performed at the place of delivery by the Supply Officer. General Acceptance Criteria General quality measures as set forth below will be applied to each work product received from the contractor under this statement of work. Clarity - Product shall be concise and meet all specific requirements. Consistency to Requirements - The product must satisfy the requirements of this statement of work. Timeliness - Product shall be delivered on or before the due date specified in this statement of work. 12.0 INVOICING Invoices will be paid upon approval and acceptance by the Government COTR. Invoices are forwarded by GovWorks to the Government COTR for acceptance and approval. SOLICITATION INSTRUCTOINS: Your Quote MUST cite in your proposal submission your tax identification number (TIN) and Dun & Bradstreet Number (DUNS), North American Industrial Classification System (NAICS) and Standard Product Code (SIC code is no longer valid). ASSUMPTIONS, CONDITIONS, OR EXCEPTIONS Offerors must submit, under separate cover, all (if any) assumptions, conditions, or exceptions with any of the terms and conditions of this statement of work. If not noted in this section of your quote, it will be assumed that the offeror proposes no assumptions for award, and agrees to comply with all of the terms and conditions as set forth herein. It is not the responsibility of the Government to seek out and identify assumptions, conditions, or exceptions buried within the offeror's quote. The offerors shall prepare a technical proposal that will define in detail the offeror's capabilities and approach to meeting the requirements. The narrative with the offeror's proposal must be written in a clear, concise fashion describing precisely what the offeror proposes to do to meet those requirements and relevant organizational experience. The offeror shall prepare a cost proposal that clearly indicates the proposed rates for the items listed in the DESCRIPTIONS AND SPECIFICATIONS. EVALUATION: Each offeror's proposal shall be evaluated according to the following factors: Factor A, B, C and D, are roughly equal to each other. A. TECHNICAL APPROACH / SPECIFICATIONS: 1) Understanding of the specifications and standards. B. Delivery Schedule - able to meet the specified delivery schedule as specified in the solicitation C. PAST PERFORMANCE: 1) The organization's history of successful completion of the products; history of producing high-quality products and a history of staying on schedule and within budget; 2) The quality of coordination and communication of individuals within your organization with the Government Representatives on past and current contracts; 3) The organization's specific experience in the manufacture of the required products. D. KEY PERSONNEL (example: Project Manager): 1) The currency, quality and depth of experience of individual personnel in working on similar projects. Similar projects is meant to convey similarity in products, dollar value, and complexity E. PRICE CONTRACT AWARD: Contract award shall be made to the responsible Offeror whose offer, in conforming to this RFQ, provides an overall best value to the Government, technical evaluation factors, and cost considered. The Government's objective is to obtain the highest technical quality considered necessary to achieve the project objectives, with a realistic and reasonable cost. Technical, Delivery, Past Performance and Key Personnel evaluation factors are more important than cost; however, between proposals that are evaluated as technically equal, cost will become a major consideration in selecting the successful Offeror.
