Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is a Total Small Business Set Aside in accordance with FAR 13.003(b)(1). The applicable NAICS Code is 339113 with a size standard of 500 employees. The resulting award will be done under Simplified Acquisition Procedures as a Firm-Fixed-Price Purchase Order. The solicitation number that should be referenced on proposals is N00014-03-R-0002. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-09 and DFARS Change Notice 20021001. Under this solicitation, the Office of Naval Research requires three high temperature suits for test and evaluation by the Navy and Marine Corps. These suits shall be able to allow the individual wearing the suit to conduct various operations such as turning on or off steam lines, tightening fittings, repairing lines, or removing debris. The suits shall allow the operator to work for extended periods of time in confined spaces where temperatures can reach 600 degrees Fahrenheit, to work in open spaces where surface temperatures are much higher than this, and to work in conditions where noxious and dangerous fumes exist. The suits shall be lightweight and allow unencumbered mobility in tight spaces such as ship compartments. These suits must offer forced-air, regulator assisted fresh air from an offboard compressor through a filtering system and each suit shall also have an internal air cooling system. The suits shall allow for communication between the individuals wearing the suits. The suits must also contain an onboard emergency air supply. The delivery date for the suits shall be 31 May 2003. One suit shall be shipped FOB Destination to the Navy Clothing Textile Research Facility (NCTRF), ATTN: Harry P. Winer, Building #86, Kansas Street, Natick, MA 01760. The other two suits shall be shipped FOB Destination to HQHQRON, ARFF, ATTN: MSgt Leonard, PSC Box 8004, Marine Corps Air Station, Cherry Point, NC 28533-0004. The offerors must submit with their proposal: a description of the specific high temperature suit they will provide including, but not limited to, the requirements set forth in this solicitation, proposed price/cost proposal, Offeror Representations and Certifications ? Commercial Items found at 52.212-3 (July 2002), and Alternate I (Apr 2002), a description of similar work experiences (include contact information of customer), a nine digit numeric DUNS number that is assigned by Dunn & Bradstreet, and a Cage Code. Offerors will be evaluated based on (in descending level of importance): technical capability of the item offered to meet the Government requirement, past performance, and price.
