- This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in FAR subpart 12.6 ? Streamlined Procedures for evaluation and solicitation for commercial items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation a written solicitation document will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-09. The associated North American Industrial Classification System (NAICS) code for this procurement is 541990 with a small business size standard of 500 employees. This acquisition is restricted to small businesses. The Food and Drug Administration (FDA) intends to negotiate a sole source acquisition with Raymond Beaulieu of Alexandria, VA. for precourse development and script writing for the Office of Regulatory Affairs, Division of Human Resource Development. It is the understanding that Mr. Beaulieu is the foremost expert in the arena of Retail Food Safety and the FDA Food Code. He was the co-author of the 93, 95, 97, 99 and 2001 Food Codes and plays a major role in the decision making process and writing the public health reasons with scientific rationale behind the Code and developing interpretations and opinions of the Code relative to field application. The scope of work includes planning, preparing, updating and delivering retail food topics relative to lesson plans, objectives, presentations, exercises, and assessment tools for the training state, local and federal regulators nationwide. Contractor shall also write the script for several web based courses in the Food Code series. After scripts are written there are reviews that have to be conducted to insure the quality of the material has been maintained. The contractor shall review all scripts for the Food Code series from all the different writers. Period of performance November 2002 ? September 30, 2003. This procurement will be awarded as a simplified acquisition in accordance with FAR 13.5. The following provision & clauses apply to this acquisition: 52.212-1, Instructions to Offerors-Commercial Items; and 52.212-3 Offeror Representations and Certifications-Commercial Items. The following clauses apply to this acquisition: 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. Interested persons may identify their capability to perform the requirement by submitting a quote. This notice of intent is not a request for quotes however, all quotes received by November 1, 2002 will be considered.
