Description
The Government intends to award Indefinite Delivery/Indefinite Quantity Contracts for Paveway II Laser Guided Bomb Kits in support of the GBU-10, GBU-12, and GBU-16. This acquisition will consist of one-year contracts with six one-year options. It is anticipated that multiple contract awards will be made and almost all production requirements will be competed under separate delivery orders. The work shall be accomplished IAW the Paveway II Requirements Document, Performance Specification #AS 6192 and Interface Control Documents that describe the general scope, nature, complexity, and purpose of the product to be acquired. The contracts will be managed by OO-ALC/WMK with administration responsibility delegated as applicable. The Government is buying to the dollars allocated to this program. Offerors will be instructed to propose the maximum production units for the dollars allocated on the subsequent delivery orders. The entire dollar amount of the acquisition is estimated to be around $2 billion, which includes the six option years. Minimum order quantities (amount yet to be established) will be given to each successful offeror on this acquisition. The Performance Specification outlines those efforts necessary to qualify potential producers as a source supplier of GBU-10, GBU-12, and GBU-16 Laser Guided Bomb Kits. Offerors not already qualified shall be required to complete significant efforts to demonstrate complete interchangeability/interoperability with existing U.S. Government inventories not limited to: demonstration, analysis, environmental testing, and additional drop testing. Guided Bomb Units (GBUs) are purchased as kits consisting of one each Computer Control Group (CCG) and one each Airfoil Group (AFG) prepackaged in containers of a specified design. Kits shall be form, fit, and function compatible to current existing U.S. Government inventories. Potential offerors must be qualified to the performance specification before they are eligible to participate in this acquisition. Electronic procedures will be used for this acquisition. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program manager or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Authority: 10 USC 2304 (a) (1) The proposed contract action is for supplies for which the Government intends to solicit using full and open competition procedures under authority of FAR 6.102. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received from qualified sources or those sources expecting to be qualified by the RFP closing date. It is anticipated that a Request for Proposal (RFP), number F42630-03-R-3063 will be issued around 13 Dec 2002 with a closing date around 10 Jan 2003. The RFP will be posted on http://www.fedbizopps.gov. Potential offerors may express interest, make comments, and ask questions via electronic mail.
