Description
NA The U.S. Army Yuma Proving Ground has a requirement to purchase an Automated Analyzer to be utilized to determine the size and shape of particles. The equipment is being procured in support of the Electronics Division, Material Analysis Laboratory. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Request for Quotation (RFQ) number is DABJ49-03-T-0008 and incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2001-09 and Defense Federal Acquisition Regula tion Supplement (DFARS), 1998 Edition, current to DCN 2002-1001. This acquisition is being solicited as a 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) code is 334513 and the small business size standard is 500 employees. The resultant contract will be firm-fixed price. It is anticipated that payment under this contract will be made via government VISA credit card. Offerors shall account for any costs associated with accepting credit card payment in their quot e. Quotes are being solicited for the following item: CLIN 0001-1 Particle Size and Shape Automated Analyzer, Malvern Istruments Model FPIA-2100 Brand Name or Equal. The manufacturer of the brand name analyzer is Malvern Instruments, Inc., 10 Southville Road, Southborough, MA 01772. All offerors proposing an equal item shall demonstrate that the proposed item meets or exceeds all of the following minimum salient characteristics of the brand name item being solicited. The main use of this analyzer will be for dust particles collected from the dust cloud generated from off road vehicle operation. The new Analyzer shall meet the following requirements: 1) This shall be a complete system with all equipment, connectors, controllers etc. required to make a complete and operating system capable of performing particle size and shape analysis, reduce the data, view the data, generate and print reports, 2) Operate on 120 VAC 60 Hz power, 3) Operate on the principle of Charge-Coupled Devices (CCD) or equivalent i mage capture, 4)The image capture shall operate at one frame every 1/25th of a second or faster, 5) Be fully automatic with manual override as indicated below, 6) Have a minimum particle size range of one (1) to 150 microns. Particle size shall be defined as: The diameter of a circle that has the same area as the particle being measured, 7) Have a minimum particle shape (measured as circularity) range of 0.4 to 1.0. Circularity shall be defined as: The number (ratio) that is the circumference of the parti cle size circle (defined above) divided by the perimeter of the particle, 8) Have a maximum analysis time of 10 minutes per sample, 9) The measuring or flow cell shall be designed so that the largest area of the particles is oriented towards the CCD detect or(s) and all particles shall be in focus, 10) The focusing on the particles shall be automatic with a manual real-time override, 11) The analyzer shall have as a minimum two (2) magnification ranges. One range shall be in between 4 and 6 magnifications. One range shall be between 4 and 6 times larger than the 4 and 6 magnification range above. The analyzer shall be capable of operating using any one of the ranges or all of the ranges on a single sample, 12) Cleaning of the analyzer sample system shall b e automatic both before and after each sample, 13) Particle size & circularity data from the analyzer shall be automatically calculated and displayed in graphical and tabular format and shall have as a minimum: a) The analysis conditions of the analyzer fo r the sample, b) A summary of the statistics of the sample c) A particle size distribution graph having both particle size and cumulative particle size. This da ta shall be stored in a minimum of 75 channels for the 1 to 150 micron range, d) For image collection there shall be a minimum of 7 size classes, e) The actual number of particles counted for each size class, f) Actual particle images collected in each siz e class. There shall be a minimum of 200 images stored, g) A circularity distribution graph having both circularity and cumulative circularity, h) A scattergram of particle size vs. circularity, i) A display of the particle images captured, 14) A Computer, monitor and printer shall be provided to control the analyzer, reduce the data, display the reduced data and print out the reports with the following characteristics: a) The computer shall be capable of running the software required to take full advantage of the analyzer, data reduction, data output and report generation, b) One or more surge protector(s) shall be provided to protect both the computer and analyzer, c) The operating system shall be Windows? 2000, d) The monitor shall be a minimum of 17 inch es, e) A printer shall be provided with a cable to connect to the computer, f) All software required taking full advantage of the analyzer, data reduction, data display and report generation shall be loaded in the computer, g) Original copies of all softwa re shall be provided on CD?s, h) All licenses for all software shall be provided, 15) Enough sample suspension solution shall be provided to run 1000 samples, 16) Enough expendable sample containers (if any are required) shall be provided to run 1000 sampl es, 17) One set of calibration standards shall be provided, 18) Onsite set-up, start-up and training shall be provided. Award will be made to the low priced offeror whose proposed product meets or exceeds the minimum Salient Characteristics provided withi n this notice. An addendum is incorporated into the solicitation to include FAR clauses: FAR 52.211-6, Brand Name or Equal (Aug 1999) and FAR 52.247-34, F.O.B. Des tination (Nov 1991).
