Description
U.S. Army TACOM-ARDEC, Picatinny Arsenal, NJ is contemplating a requirement for an initial sixty month strategic planning effort with an additional one year option if needed, for the strategic and analytic support and assessment for long range planning associated with the Directed Energy Weapon (DEW) and Scalable Effects programs and activities relevant to the US Army TACOM-ARDEC mission. Interpreting high level Office of the Secretary of Defense directives and participating in formulating the future direction of national DEW and Scalable Effects policy are critical ingredients to formulating and updating a long term strategic plan. Special projects consist of long-range strategic planning activities which support the overall mission of the TACOM-ARDEC. The contractor shall develop a strategic plan for acoustics and non-traditional technological development and institutionalization. The research shall identify the range of DEW and Scalable Effects Technologies required to respond to operational requirements ranging from peacetime to wartime. Findings shall be assessed against the capabilities of DEW Initiatives and Scalable Effects Technologies to help overcome shortfalls in the current operational needs. Analyses and assessments on the future of the DEW and Scalable Effects Technologies programs through Force XXI, Vision 2010, etc. and their relation to the other Services? equivalent shall be performed. The contractor shall participate in the development of mission planning strategies relating to the use of various DEW and Scalable Effects technologies in a variety of mission scenarios. The contractor shall provide assessments in the areas of security, countermeasures, counter-countermeasures, counter proliferation, and general matters of technology generation and management as they are related to the TACOM-ARDEC mission. The contractor may be tasked to participate in the development of designs and applications for various types of DEW and Scalable Effects technologies. The contractor shall also participate in the development of operational concepts for all types of DEW and Scalable Effects technologies. The contractor shall be a major participant in assisting TACOM-ARDEC in planning and coordinating demonstrations of Directed Energy systems and Scalable Effects technology systems.
