- NA This procurement is for the solicitation of a Two-Phase firm fixed price contract for the FY03 Replace Housing Management Facility, Langley Air Force Base, VIRGINIA. The contract will provide for the construction of a new 6,500 S.F. housing management fa cility, including all necessary support. The contractor shall provide all labor, supervision, construction engineering and management, materials, equipment, tools, parts, supplies and transportation to perform all work described in the plans and specifica tions. The site preparation will include the demolition of existing curbs and pavement, the relocation of an existing playground and benches, site lighting and the removal of several small trees. The building is a one story structure constructed with struc tural steel studs, brick veneer, CMU, cold-form steel roof trusses and a structural standing seam metal roof. The heating and cooling system will be served by a constant volume direct expansion cooling/hot water heating air-handling unit. The building cont rol system will be DDC controls. The electrical system will consist of lighting, fire alarm system and a 800 ampere service. Requirements for the technical Source Selection factors are as follows: PHASE ONE (1) Offeror Past Performance (2) Experi ence Modifier Ratio. PHASE TWO CRITERIA is Price Proposals. Up to five proposers will be selected in PHASE ONE, only these successful proposers will take part in PHASE TWO of the evaluation process. Offerors will be evaluated on both technical and price . The Government reserves the right to reject any or all proposal prior to award; to negotiate with any or all proposers; to award the contract to other than the lowest total price and to award to the proposer submitting the proposal determined by the Gov ernment to be the most advantageous to the Government. PROPOSERS ARE ADVISED ANY AWARD MAY BE MADE IN STEP TWO WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSAL RECEIVED. The receipt date for PHASE ONE is December 19, 2002. The magnitude of cons truction is estimated to be between $1,000,000.00 and $5,000,000.00. Duration of action will be 10 months. THIS IS A HUBZONE SET-ASIDE PROCUREMENT. NAICS CODE 236117 applies to this procurement. PHASE ONE criteria and submission requirements will be av ailable on/about November 18, 2002 via http://www.nao.usace.army.mil/Ebs/AdvertisedSolicitations.asp. No hard copies will be available. Prospective contractors must be registered in the DOD Central Contractor Registration (CCR) database prior to award of a contract.
