Description
This is a second sources sought synopsis and announcement of Pre-Solicitation Conference. This sources sought synopsis requests information needed prior to release of any resultant solicitation. This is not a request for proposals and in no way obligates the Government in an award of any contract. The Naval Air Warfare Center Weapons Division (NAWCWD), is seeking a Commercial Source, under a Commercial Activity A-76 study, to provide clerical labor and support services for the Point Mugu and China Lake sites. It is intended to perform a cost comparison, pursuant to OMB Circular No. A-76 Commercial Activities Studies, in order to determine the most efficient and cost effective performing activity. Accordingly, a contract may or may not ultimately be awarded as a result of the study/cost comparison. The period of performance for this work is projected to be five years. The estimated start date for this effort is July 2004. The Service Provider shall perform managerial, technical, administrative, and supervisory services to accomplish all work required. The work requires skill in the use of a number of common, commercial software applications to perform the tasks described in the Performance Work Statement. Specifically, the Service Provider shall be skilled in the use of personal computers and proficient in Microsoft Windows and the Microsoft Office suite programs. The Service Provider shall be capable of meeting the performance requirements associated with the aforementioned applications at the award start date, and as changes occur thereafter as warranted by the implementation of emerging technologies. The Service Provider shall also be capable of accessing, researching, and gathering information via the Internet. The Service Provider shall have a thorough understanding of Department of Navy correspondence and administrative procedures and shall comply with current regulatory documents. You will be required to complete a Contractor Profile Questionnaire. Questionnaires will be sent via email. Responses may be made via email to Ms. Garza. Faxed requests and responses are acceptable and should be sent to Ms. Garza at (805) 989-0561. Responses should be made no later than 19 November 2002. Ultimately, the solicitation will be available over the Internet in Microsoft Word format and will reside upon the NAWCWD Contracts Homepage, located on the World Wide Web at https://contracts.nawcwd.navy.mil/rfp-nawc.htm. The Performance Work Statement (PWS) is currently posted in its entirety on the NAWCWD Contracts Homepage. Your comments and questions are solicited. Of particular interest are areas where you believe the requirements are ambiguous, overly restrictive, and/or where you believe they can be streamlined to allow alternate approaches. It is anticipated that the solicitation will be released in December 2002. Offerors are instructed to perform periodic checks of the homepage for updates to the PWS and for posting of a draft solicitation. The Presolicitation Conference will be held on 19 November 2002, from 9:00 am - 11:00 am. Registration will begin at 8:00 am. The conference will be held at the Naval Air Warfare Center Weapons Division, Point Mugu, California in Building 3015, Conference Room 339. There is limited seating, therefore attendance is limited to two representatives from each responding company. The conference will be unclassified. All visitors to the station must be badged prior to access to the base. For all attendees not possessing a current badge, please provide social security numbers for all attendees planning to attend the site visit. Badges will be available through the Security Office, Building 3, the morning of the conference. Plan on arriving early to allow plenty of time for processing through Security. Please submit names of attendees, questions and requests for information to Ms. Garza at the numbers and addresses above.
