- NAVSEA, Indian Head Division, has a requirement for Engineering and Development for Interactive Courseware Solutions. This will be a Single Award. Note 1 applies 100% small business set-asided. This will be a cost plus fixed fee, indefinite delivery, indefinite quantity type contract, with a period of performance of one year (365 days) from the date of contract award and four one year (365 days) options. The place of performance will be at contractor's and government site. Delivery orders will be placed on the contract to identify specific work to be performed in accordance with the requirements stated in statement of work. Delivery schedule is determined in each individual delivery order. Award shall be based on "Best Value". The Government will determine best value on the basis of the following Evaluation Factors (in descending order of importance): (1) Offeror Submis sion; (2) Offeror Capability (3) Price or Estimated Cost and Fee. Under the Offeror Capability the following are the Evaluation Factors: (1) Revlevant Experience, (2) Past Performance (3) Personnel Resources. The small business size (NAICS) Code is 541330 for this procurement with dollars of $23 million and the Federal Supply Class is R425. This solicitation will be available for This solicitation will be available for downloading from our website beginning approximately 16 Dec 2002. Once the solicitation has been issued on the internet, the contract specialist will send an e-mail message to the registered requestors informing them that the solicitation is now available for downloading off the internet.
