Description

The Pentagon Renovation Office requires Carpet Tile and Broadloom Carpet for Wedge 2 of the Pentagon. This procurement may be initiated and awarded through the Defense Supply Center Philadelphia (DSCP), Maintenance Repair and Operations (MRO) Materials Prime Vendor Program. General questions regarding DSCP's MRO Prime Vendor Program should be directed to Stephen Kilkucki, Customer Liaison Specialist, Northeast Region, 215-737-7837/skilkucki@dscp.dla.mil. This procurement is for supply of Carpet Tile and Broadloom Carpet and all materials and accessories necessary for installation. An option for installation will be included. It is anticipated that up to 12 standard colors may be required for Broadloom Carpet, but Carpet Tile will be one mixed color palette. The approximate total volume of both Carpet Tile and Broadloom Carpet required is 979,000 square feet (108,778 square yards). The approximate value of this procurement is $2 - 4 Million. This procurement is not a small business set-aside. The NAICS code is 314110. Offerors will be solicited directly by Procurenet, DSCP's Prime Vendor for the Northeast, Zone 1 area. The Pentagon Renovation Office will evaluate these offers and make a best value determination based on Manufacturing Approach, Past Performance and Price. ProcureNet will award based upon this selection. Minimum requirements for offerors are as follows: (1) Offerors must have the capability to deliver up to 40,000 Square Feet (approximately 4,450 square yards) per week as the schedule deems necessary. (2) Offerors must be able to deliver approximately 40,000 Square Feet of Carpet Tile 3-5 weeks after award and an additional 40,000 Square Feet one week thereafter. If the Offeror's proposed carpet is a specialty item that cannot be feasibly produced and delivered in the required time frame for these first two deliveries only, the Pentagon Renovation Office will accept the Offerors best matching off-the-shelf carpet. Best Matching means "visually indistinguishable as viewed by a person with 20/20 vision from 6 feet away". For all deliveries thereafter, the Pentagon Renovation Office will require the Offerors proposed carpet to be delivered. (3) The Offeror may be required to store up to 81,000 square feet (9,000 square yards) of mixed carpet tile and broadloom at a local storage facility within 30 miles of the project site. (4) Manufacturer shall practice Energy Efficiency IAW Executive Order 13123, "Greening the Government through Efficient Energy Management" (5) Product shall contain recycled content IAW Executive Order 13101, "Greening the Government through Waste Prevention, Recycling and Federal Acquisition" (6) Product shall contain recycled content face fiber (7) Carpet, backing and adhesive shall comply with CRI Green Label Specifications for VOC emissions (8) All adhesives shall meet emission standards per South Coast Quality Air Management District Requirements.
