- Description
- This is a combined synopsis and solicitation for the following commercial item, the rental of a C-46 aircraft (Warbird) to flyover an area, then be used for a static display. The performance period is 1Nov02 to 4Nov02. This is a sole source procurement to Air Cargo Express. However all quotes from responsible sources will be considered. This synopsis and solicitation is prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotes (RFQ). Submit written quotes (oral quotes will not be accepted), on RFQ F2UCCE22890100. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01- 09 and Defense Acquisition Circular 01-09. The NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE 481212 SIZE STANDARD is 1500 employees apply to this procurement. FOB: Destination for delivery to 433 AW, 203Galaxy Rd. LACKLAND AFB TX 78236. The dates that rental will occur are 1Nov02 to 4Nov02. The provisions at, FAR 52.212-1, Instructions to Offerors--Commercial Items, applies to this solicitation. The clause at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, applies to this solicitation and the quoting company must include a completed copy of this provision with their proposal. The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items, applies to this solicitation. Specifically, the following clauses cited are applicable to this solicitation: FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-36, Affirmative Action for Handicapped Workers; FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-41, Service Contract Act of 1965, as Amended; FAR 52.222-42, Statement of Equivalent Rates for Federal Hires 52.222-48. Specifically, the following clauses, cited are applicable to this solicitation: DFARS 252.225- 7001, Buy American Act and Balance of Payment Program. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this solicitation. The clause at FAR 52.224-1, Privacy Act Notification and FAR 52.224-2, Privacy Act, applies to this solicitation. SCOPE OF WORK Rental of one modified C-119 aircraft (warbird), to be used during historic flyover during parade on Lackland AFB TX, on Friday, 1Nov02 at approximately 0900 hrs. The aircraft will taxi across runway after air show in evening. The aircraft will be used as static display for Lackland Air fest 2002 and, to be used on 3 NOV 02 as display for 50th anniversary historic panoramic picture and display for 433 aw family day events. After the picture, the aircraft is free to leave. Cost includes rental of aircraft, the crew, fuel and oil to and from their home station, insurance, crew mechanic wages, and aircraft preparation.
