Description
The Agency for Administration for Children and Family (ACF), Child Support Enforcement, through the Division of Acquisitions Management (DAM), Program Support Center, plans to award a 6 month sole source contract using simplified acquisition to Thomas Starnes, P.O. Box 306, Rehobeth Beach, De. 19971. The anticipated date of award is November 06, 2002. The Contractor shall assist the commissioner, OCSE, in endeavors to conduct activitied designed to reach out to advocacy and faith-based communities to: 1) promote understanding of the relevance and importance of child support in the Administration's efforts to strengthen America's families; and 2) solicit ideas and recommendations on the role of child support in these efforts. Review advocacy and faith based communities to identify those that can be of assistance in helping the Division of Consumer Services carry out its commitment to children and families. Analyze methods necessary to establish relations with advocacy and faith based groups and recommend those methods that are best suited to support OCSE's overall agency approach to these organizations. Conduct activities with appropriate advocacy and faith based groups and encourage their support of actions that increase the emotional and financial support child need to receive from both parents. Develop and write speeches for the Commissioner of OCSE and other senior agency officials, as well as articles for Child Support Report. Assist in planning and carrying out functions related to the access and visitation grants program. Provide monthly reports of hours worked and tasks completed, to be approved by the Director, Division of Consumer Services. It is expected that the contractor shall work primarily 3 days per week. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the Government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
