Reference Number: F7MADW2247-0100 Description: This is a combined Solicitation/Synopsis in accordance with Federal Acquisition Regulation (FAR), Part 12, Commercial Practices. Services Non-Personal: The Contractor shall provide all labor, tools, parts, materials, equipment, transportation, and any other incidentals necessary to perform a one-time repair on Sundstrand Horizontal Machining Center, located in Bldg 3001, Post W-104, Tinker AFB OK. Work is to be performed in accordance with manufacturer?s specifications and the attached Statement of Work and Appendix C. A Firm-Fixed Price contract is contemplated IAW FAR, Part 12. One award will be made under this solicitation. Award will be based on initial response(s). However, the Government reserves the right to enter into an exchange with a contractor for the purpose of clarifications of a response. The resultant single award will be made to the offeror who is deemed responsible in accordance with the Federal Acquisition Regulation (FAR) Part 9, as supplemented, whose proposal conforms to the solicitations requirements. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether future procurements will be competitive. All quotes must be submitted by 01 Nov 2002, 12:00 PM Central Time. Late proposals WILL NOT be considered for award. STATEMENT OF WORK FOR SUNDSTRAND SERIES 60 HORIZONTAL MACHINING CENTER 1. DESCRIPTION OF SERVICES. 1.1. The contractor shall provide all labor, materials, tools, test equipment, parts, transportation and other incidentals necessary to travel to Tinker AFB, OK to repair Sundstrand Series 60 Horizontal Machining Center to a satisfactory operational condition in accordance with manufacturer's specifications and this Statement of Work (SOW). Repairs shall be performed at Bldg 3001, Post W104, Tinker AFB, OK. 1.2. Known problem(s). ?B Axis? is unstable. 1.3. Equipment List: DESCRIPTION MODEL NUMBER SERIAL NUMBER Sundstrand Series 60 Horizontal Machining Center S-60 60-152 2. SERVICE DELIVERY SUMMARY. 2.1. Performance objective. The purpose of this purchase order is to repair the Sundstrand Series 60 Horizontal Machining Center to ensure optimal performance IAW manufacturer?s specification. 2.2. Schedule. The services shall be completed within four (4) weeks, or the earliest possible date after contract award. 2.3. Service Report. The contractor shall provide a service report at the completion of the contract to the Contract Monitor. The following minimum information shall be included: Name of Company, Service Date, Service Performed, Additional Service Needed (if any), Name of Technician and Completion Date. 3. GOVERNMENT-FURNISHED PROPERTY AND SERVICES. 3.1. The government shall provide access to the equipment, existing work space around the equipment, and existing utilities in the immediate work area. 3.2. The government shall provide a fork lift for use of heavy lifting during repairs of the Sundstrand Horizontal Machining Center. 3.3. The government shall provide two (2) mechanical maintenance persons to assist contractor during repairs of the Sundstrand Horizontal Machining Center. 4. GENERAL INFORMATION. 4.1. Quality. The contractor shall comply with all standard industry practices and procedures and manufacturer's specifications. 4.2. Hours of Operation. The contractor shall perform services Monday through Friday, 8:00 AM until 3:00 PM, excluding Federal Holidays, unless otherwise directed by the Contracting Officer. 4.3. Safety. In performance of this SOW, the contractor shall comply with all standard safety practices and all safety practices posted in the assigned work area and the attached Appendix C, provided by the Safety Office. 4.4. Tool Control. While performing contract services in or around Maintenance Production Shop areas at Tinker AFB OK, the Contractor shall comply with the intent of Tinker AFB?s Tool Control Program. 4.4.1. As a minimum, the Contractor shall maintain a tool inventory checklist of all tools taken to the work site on Tinker AFB OK. 4.4.2. The Contractor shall account for every tool on their tool inventory checklist at the beginning and end of each day they are working on site at Tinker AFB OK and at the end of each job. 4.4.3. The Contractor shall secure all tools located at the work site when the Contractor is not in the immediate area. No tools shall be left unattended/unsecured at any time. 4.4.4. The Contractor shall make the tool inventory checklist and tools available for random inspection by authorized government representatives. 4.5. FOD Prevention. While performing contract services at Tinker AFB OK, the Contractor shall comply with the intent of Tinker AFB?s Foreign Object Damage and Prevention Program. 4.5.1. As a minimum, the Contractor shall practice good housekeeping at all times in all areas, ensure all tools, equipment, and hardware are accounted for at the end of each task, remove watches, rings, chains, and other jewelry that could be dropped or become loose in FOD critical areas and practice good work habits. 4.5.2. The designated government representative will brief FOD awareness and prevention to the Contractor prior to the Contractor starting work in FOD critical areas.
