Description
NA The U.S. Army Corps of Engineers, Vicksburg District, proposes to issue a Request for Proposal (RFP) for various types of construction projects located within the geographical boundaries of Warren County, MS. The majority of the work will be located at th e Engineer Research Development Center, Waterways Experiment Station (ERDC/WES), Vicksburg, MS. The purpose of this indefinite-delivery, indefinite-quantity (IDIQ), Job Order Contract (JOC), is to provide the following services: construct, repair or maint ain real property facilities and structures at Government facilities within Warren County (Vicksburg), Mississippi. The successful Contractor shall provide all materials, supplies, parts, plant, equipment, supervision, labor, and related services (except when specified as Government-furnished) to construct, repair or maintain real property facilities and structures. An onsite staff (i.e., Project Manager) will be required to be located at ERDC/WES, Vicksburg, MS. This RFP will be issued as a best-value procurement. Source selection criteria are listed below in descending order of importance with project execution being the most important criteria and the remaining criteria becoming increasingly less important: (a) project execution; (b) project subcont racting support capability; (c) project management ability; (d) offeror?s past and present performance information; (e) offeror?s extent of commitment to offer subcontracting opportunities to Small, Small Disadvantaged and Women-Owned Small Businesses. Pe riod of performance shall be for one year from date of contract award for the base year with options available for four (4) additional years. The Government intends to release Solicitation No. DACW42-03-R-0001 on or about 5 November 2002 on the Internet. The Government reserves the right to use only the Internet as notification of any amendments to this solicitation. It is the Contractor?s responsibility to frequently view the website (http://www.mvk.usace.army.mil/contract/) through the closing date. A minimum of 30 days from the date of release of the solicitation will be allowed for submission of proposals (reference solicitation for actual required closing date tentatively scheduled for 5 December 2002). Specifications will be available on the Web a nd on Compact Disc (CD) at no charge. Hard copies will not be available. The CD-ROM may be requested electronically by registering on our home page or by mailing your request to the Vicksburg Consolidated Contracting Office (VCCO), Attn: Tina M. Landes (Tina.M.Landes@mvk02.usace.army.mil), at 4155 Clay Street, Vicksburg, MS 39183-4155. A firm fixed-price contract will be awarded utilizing the procedures of FAR Part 15 (Contracting by Negotiation). The awarded contract shall have a not to exceed amou nt of $10,000,000 over the life of the entire contract (base plus 4 option years). A minimum guarantee of $40,000 is guaranteed for the base year and $20,000 for each option year exercised. The Government has the unilateral right to exercise any option y ears. This RFP is issued as an unrestricted procurement.
